The three biggest reasons for the NYC Metro area net intra-U.S. migration are:
1) Housing costs
2) Taxes
3) Foreign immigration, displacing NYC Metro residents
Also, due to a technical change in how metro areas were defined for ranking purposes in 2000, some of the growing exurban areas (like Orange County, NY) are no longer part of the NYC metro area (although they are still part of the NYC Combined Statistical Area). One of the fastest-growing counties within a 75-mile radius of NYC, Monroe County, PA, isn't included in the NY Metro or combined areas. The L.A. metro lost fast-growing Riverside and San Bernadino Counties due to the same change.
New York State is still gaining population (albeit at a much slower rate than the rest of the country) due to a net positive birthrate and foreign immigration. Most of Upstate New York is losing population, though. The only state that the census estimates has lost population since 2000 is North Dakota.

Weather is certainly a big factor in the NE. Why suffer through northern winters when you could have a much easier time down south?

Since taxes are tied to this ridiculous housing boom I think a lot of people are leaving for that reason. I want to. I want to go somewhere where I get something for my taxes. I pay $6000/year and we have no police, fire or garbage pickup.
I know a guy who's moving to southern Il, where he is from orignially, and his brother pays $1100/year for 20 acres and 2600' house.

Within California, migration is from liberal coastal counties to conservative inland counties. The Goldem State is becoming demographically redder.

Golly Darn! THe NYSlimes discovers capitalism! People can find better housing and better living conditions for their dollar, so they go get what they want! Amazing!
And isn't it astonishing that people tend to move away, as somebody already noted, from nanny states seeking to disarm them to places where they can breathe free and take a little responsibility.
Of course, Noo Yawk is so hip, so cool, such ahappening place. But faced with the choice between living the way newsies think we all secretly want to live and living like free people, folks turn out to prefer being unhip and free to being oh so hip and slaves.
Maybe there's hope for us.
