WASHINGTON In a new twist in this week's Capitol Hill whodunnit, Sen. Robert C. Byrd, D-W.Va., acknowledged Thursday that he also placed a "secret hold" on legislation that would open up the hidden world of government contracts to public scrutiny. Byrd and Alaska Republican Ted Stevens, two of the most skilled purveyors of federal funds, used the parliamentary maneuver to stop legislation that would create a searchable database of some $2.5 trillion in federal spending.

This is a perfect example of why no senator from either party should ever get close to the WH, what a terrible precendent that would be.
I predicted Stevens or Byrd. Looks like I was right on both counts.

So why can't the conservatives (or liberals) just adopt this as a routine strategy and put secret holds on all legislation they don't like that the opposition proposes?

Just because the left engages in secret, slimy behaviour
doesn't mean it's acceptable. I like to think onservatives act from principle instead of the 'win at all cost' behaviour of the left.
