Exactly why the Republican leadership failed to defy Senator Byrd's hold I don't know. Because a Republican also had a hold on it, so it was mutually agreeable?

No mystery to it. The GOP has no leadership. They wouldn't take sides in a marbles shoot-off.

This is a perfect example of why no senator from either party should ever get close to the WH, what a terrible precendent that would be.

I predicted Stevens or Byrd. Looks like I was right on both counts.

The GOP has no leadership.
This would be a good time for some GOP presidential hopefuls to step forward and take this call for action off hold.

So why can't the conservatives (or liberals) just adopt this as a routine strategy and put secret holds on all legislation they don't like that the opposition proposes?

Just because the left engages in secret, slimy behaviour
doesn't mean it's acceptable. I like to think onservatives act from principle instead of the 'win at all cost' behaviour of the left.
