Isn't it possible that only one more republican will defect? Yes, but everything in the Senate needs 60 votes for cloture. It is todays reality.
You can bet there will be a cloture vote, assuming it can even get out of committee.

McCain was an "ordinary soldier" and POW. Had he been a High Profile Character, I can assure you that his body wouldn't be working as well as it does today. Are you aware that many people (military included) acknowledge that McCain was tortured, and under said torture, gave the enemy information and because he WAS a high profile character due to his father, he knows the Viet Cong has tapes of his confessions. Many people are leary of McCain and some of the off the wall decisions he's made as a powerful political figure and think there is a very real possiblity he is extremely vunerable to blackmail.
