Okay, i don't speak Arabic but for what it is worth:

They all seem to recite some prayer (mohammad bla-bla mohammad...). Then one henchmen yells "Moqtada! Moqtada! Moqtada!" Saddam then imitates him with an saracstic voice, saying "Moqtada". But that's not his final word. He clearly is saying something more, apparently again a prayer... Well then he drops.

I'm thinking there was a weight in the knot, to knock him out. The mooselimbs would have preferred a slow lift and a long hang, no doubt. Saddam died easier than he deserved, for sure.
