New York City Plans to Promote Circumcision

New York City’s Department of Health and Mental Hygiene is planning a campaign to encourage men at high risk of AIDS to get circumcised in light of the World Health Organization’s endorsement of the procedure as an effective way to prevent the disease.

While the Centers for Disease Control and Prevention in Atlanta is just beginning to convene meetings and design studies to help it formulate a national policy, New York City is moving ahead on its own.

In the United States, “New York City remains the epicenter of the AIDS epidemic,” Dr. Thomas R. Frieden, the city’s health commissioner, said in an interview. Referring to H.I.V., he said, “In some subpopulations, you have 10 to 20 percent prevalence rates, just as they do in parts of Africa.”

His department has started asking some community groups and gay rights organizations to discuss circumcision with their members, and has asked the Health and Hospitals Corporation, which runs city hospitals and clinics, to perform the procedure at no charge for men without health insurance.

A spokeswoman for the corporation said it was “having conversations” with the health department but had not reached a decision.

“As you know, the research on this is pretty recent,” the spokeswoman, Ana Marengo, said.

In three recent clinical trials in Africa, circumcision was shown to lower a man’s risk of contracting the virus from heterosexual sex by about 60 percent. On March 28, the World Health Organization officially recommended that countries adopt the procedure as part of their AIDS prevention plans.

No spontaneous outcry for circumcision has arisen in New York, Dr. Frieden conceded.

“This is not something that has a lot of buzz,” he said.

But he added that even 1,000 circumcisions in the right subgroups might slow the spread of AIDS.

Nonsense of comparing a few variables of statistics(whilst ignoring many more) and coming to a false conclusion.

"Lower a man's risk" is as opposingly vague in degree, as the irreversibility of genital mutilation.

True, but circumcision isn’t bad, anyway. It also cuts your chance of getting a carcinoma of the penis down to essentially zip, amongst other things. Doesn’t sound like a fun cancer to have, honestly.

That may be so, but I wonder about how many come to NYC from the rest of the country? It's like fly paper, not indigenous folks, but refugees from the rest of the country like your neck of the woods who come here. How do you explain the urban phenomena of gun control and tolerance of homosexuality? IMHO, all this liberal nonsense is hand in glove.

It's not where I come from in NYC, or where I went to Catholic School before CCNY, before which I did two tours as an 11B, light weapons infantryman, after which I went to the New York College of Osteopathic Medicine, courtesy of the Health Profession Scholalarship Program.

As a matter of fact, I finished my initial Basic Training on my 18th birthday, and I served almost 21 months in Vietnam. Your antipathy to NYC does not do you any favors. NYC has been attacked twice already in 1993 and 2001. Please, tell me where I'm wrong.

Thank you sincerely!! You have spared me from going off on another rant. I have probably alienated some family members by expressing what I really think of male circumcision, I once asked a family group,”how can you sit there and say that you believe in a perfect creator and at the same time say that he did make one error on all his little boy babies that needs to be surgically corrected?”

It’s an easier argument to make here in the UK as circumcision is the exception rather than the norm. Circumcision is generally viewed as a jewish/muslim thing and not a christian thing here.

That creator gave folks a free will and they willingly engaged in unclean practises. Abraham was told to fix that from the voice of authority. If you believe in the judeo western God, that is. Great Britain, well...they’ve reverted to paganism. Lots of Europe has, actually. France, a formerly Catholic country is being taken over by gangs of prolific muslims.
