Move Congress to sea and let them debate aboard a scow.
The resulting hot air should do much to evaporate sea water and lower the levels.

Making the oceans deeper would be extremely dangerous.
The increased pressure from the extra depth would exert extreme force to the earth's crust and cause it to cave in on itself.

Here are some other great ideas of theirs.
I don't think any of the scientists really believe in any of these "modest proposals". It's simply a desperate attempt to draw attention and get the alarm level back up after their movement's recent loss of public credibility.
The idea is to keep pumping out insane ideas until their anti-capitalist "solutions" don't seem that bad compared to, say, blasting holes in the ocean or spraying sulfur in the stratosphere.
