14 Years Later, Mystery Still Remains in the Death of Vince Foster
14 Years Later, Mystery Still Remains in the Death of Vince Foster ^ | July 21, 2007 | Kathy Miller

Posted on 07/22/2007 4:36:02 AM PDT by GFritsch

14 yers ago today, on July 20, 1993, the body of Vincent Walker Foster, Jr. was found in a Virginia park, next to a civil war cannon, with an unidentified revolver lodged in the right hand. Vincent Foster died of a small-caliber gunshot wound to his head.

Vince Foster was not only deputy White House counsel but also the personal attorney to Bill and Hillary Clinton. On the night of Foster’s death, top Clinton aides made a frantic effort to enter and remove documents from his West Wing office. In the days that followed, federal investigators were stymied in their investigation of Foster’s office and strange death.

The following happened within weeks of his death. Vince Foster finally files the missing Whitewater tax returns. On July 19, FBI director William Sessions is fired. Clinton personally orders him by phone to turn in his FBI property and leave headquarters.

That evening, Clinton security aide Jerry Parks' wife Jane says she overhears a heated telephone conversation with Vince Foster in which her husband says, "You can't give Hillary those files, they've got my name all over them."

On July 20, Clinton names Louis Freeh as Sessions' successor.

That same day, the FBI raids David Hale's Little Rock office and seizes documents including those relating to Capital-Management.

Just hours after the search warrant authorizing the raid is signed by a federal magistrate in Little Rock, Vince Foster apparently drives to Ft. Marcy Park.

Foster was found dead of an apparent gunshot wound to the head in Ft. Marcy Park. His unoccupied car, a 1989 Honda, was found in the park's parking lot. Several witnesses - before and after the arrival of the park police - have claimed they saw a briefcase in Foster's car.

A so-called suicide note was found in an office briefcase that had been searched and found to be empty after Foster’s death. The note was torn into 27 pieces. Yet an FBI examination found no trace of Foster’s fingerprints on the note and three independent handwriting experts determined that Foster's suicide note, was a forgery.

The Raid of Vince Foster’s Office While the U.S. Park Police studied the body, Foster's office at the White House was being looted.

Secret Service agent Henry O' Neill watched as Hillary Clinton's chief of staff, Margaret Williams, carried boxes of papers out of Vincent Foster's office before the Park Police showed up to seal it, yet the official identification of Vincent Foster's body by Craig Livingstone did not take place until 10PM!

Another Secret Serviceman saw Craig Livingston remove items from Vincent Foster's office in violation of the official seal. Witnesses also saw Bernard Nussbaum in Foster's office as well. Three witnesses noted that Patsy Thomason, director of the White House's Office of Administration, was desperate to find the combination to Vincent Foster's safe. Ms. Thomason finally opened the safe, apparently with the help of a special "MIG" technical team signed into the White House in the late hours. Two envelopes reported to be in the safe by Foster's secretary Deborah Gorham, addressed to Janet Reno and to William Kennedy III, were never seen again. When asked the next day regarding rumors of the safe opening, Mack McLarty told reporters Foster's office did not even have a safe, a claim immediately shot down by former occupants of that office.

The next day, when the Park Police arrived for the official search of Vincent Foster's office, they were shocked to learn that Nussbaum, Thomason and Williams had entered the office. Conflicts channeled through Janet Reno's Department of Justice resulted in the Park Police merely sitting outside Foster's office while Bernard Nussbaum continued his own search of Foster's office. During this search, he opened and upended Vincent Foster's briefcase, showing it to be empty. Three days later, it would be claimed that this same briefcase was where the torn up suicide note was discovered.

The boxes of documents removed from Foster's office by Hillary Clinton's chief of staff, Margaret Williams, were taken to the private residence area of the White House! Eventually, only 54 pages emerged.

One set of billing records, under subpoena for two years, and thought to have originated in Foster's office, turned up unexpectedly in the private quarters of the White House, with Hillary's fingerprints on them.

So, who ordered the office looting?

Bill Clinton was unavailable, being on camera with Larry King. But Hillary Clinton, who had only the day before diverted her planned return to Washington D.C. to Little Rock, was on the phone from Little Rock to someone at the White House in the moments before the looting took place.

The death of Vince Foster is very unsettling. There is an amazing amount of inconsistent information surrounding his death, the investigation and the autopsy. And, of course, his close relationship with Hillary was intriguing. Many books have claimed that the two were lovers for several years.

To date, several unanswered questions still remain. What did the White House know and when did they know it? Another question: If Foster was not identified as a White House official until at least an hour and a half after police arrived, why were police officers associated with an elite federal unit on the scene within 45 minutes? Evidence suggests that White House officials were informed of Foster's death, at least an hour before they claim to have been initially notified.

The FBI never officially investigated the case but simply signed off on the Park Police "probe." The bureau had little choice.

Later, Robert Fiske, selected by Clinton’s counsel Bernie Nussbaum and Janet Reno, quickly confirmed the Park Police probe as a suicide. Yet, no fewer than three of the paramedics on the scene indicated in reports or testimony that the crime scene was consistent with a murder scene, not a suicide.

? A careful FBI microscopic investigation of Foster’s shoes found not a trace of soil or grass stains on them, though he supposedly walked several hundred yards through wooded Fort Marcy Park to where his body was found. [Years later, Starr’s investigation found plenty of soil and grass stains. Rodriguez charged that the shoes were tampered with to produce such "evidence."]

? Foster was found with little blood around his body – and despite claims that he fired the gun into his mouth, practically no blood was found on the front of his shirt.

? Foster was found with a 1913 revolver no one in his family could claim, with two serial numbers, made from the parts of three or more guns. None of Foster’s fingerprints were found on the gun. The bullet that supposedly killed Foster was never found, despite intensive searches.

? The first witness to find the body insisted that there had been no gun near the body. The memory in Foster's pager had been erased. Critical evidence began to vanish. Many witnesses were harassed. Others were simply ignored. There were even suggestions that the body had been moved, and a Secret Service memo surfaced which reported that Foster's body had been found in his car! The official reports were self-contradictory.

? All of the X-rays taken during the autopsy are missing. Complete crime scene photos don’t exist. The Park Police said all the photos were "accidentally" overexposed. A series of close-up Polaroids, which Favish is suing for, remain.

? A briefcase in the car of Vincent Foster was removed after U.S. Park Police arrived at his death scene. The briefcase, which may have carried important documents, was never listed on official evidence reports compiled by park police who conducted the first investigation into the White House deputy counsel's death.

Hillary Clinton was trying to gain leverage over her husband, possibly in relation to future divorce proceedings. It is possible Mrs. Clinton wanted to get to the bottom of persistent rumours about her husband's philandering before subjecting herself and her daughter to the media glare of a presidential campaign. At the time, Mrs Clinton and Vince Foster were partners at the Rose Law firm.

Did Hillary Clinton have an affair with Little Rock lawyer Vincent Foster? According to retired Arkansas State Trooper Larry Patterson, "There is no doubt in my mind that there was a long, ongoing sexual relationship between Hillary Clinton and Vince Foster."

Patterson, who guarded the Clintons for more than six years, made the new disclosures on the audiotape set "More than Sex: The Secrets of Bill and Hillary Clinton Revealed"

Patterson said that on one occasion, at a birthday party for Hillary Clinton, he saw Foster touch Hillary in private areas of the body twice. Patterson said his belief about Hillary and Vince was formed after years of observation during the frequent meetings between the two, when Bill was out of town, and the stories of other troopers.

Patterson gives eyewitness details of several occasions upon which he saw Vince and Hillary in compromising situations.

On the day of Vince Foster’s death, Patterson said he learned about the death before the Park Police even found Foster’s body and hours before the White House said they were informed. Patterson’s information, corroborated by another trooper, exposes a cover-up bigger than Watergate.

A case arose from an overall conspiracy to obstruct justice in connection with federal investigations into the death of deputy White House counsel Vincent W. Foster.

Patrick Knowlton was in Ft. Marcy Park the afternoon that Vincent Foster died. What Knowlton saw and what happened to him afterwards is one of the most disturbing stories of the whole Clinton saga. You can read the testimony here

Miguel Rodriguez was a prosecutor on the staff of Kenneth Starr. His attempts to uncover the truth in the Vincent Foster death case were repeatedly foiled, and he was the subject of planted stories undermining his credibility and implying that he was unstable. Rodriguez eventually resigned.

After learning of Fosters death, Jane Parks, the wife of Jerry Parks claims that her husband said, "I'm a dead man". Parks had collected detailed data on Clinton's sexual escapades, including pictures and dates. His wife claims federal agents subsequently removed his files and computer, and that Bill Clinton still owed him $81,000.

(Note. Two months later, Jerry Parks is found murdered gangland-style )

The biggest mystery is, how many millions of dollars did the scumbag Clintons pay to Foster’s wife to keep her mouth shut?

Maybe, but money is too easy to trace. Bank accounts suddenly full, etc. My thought is that all it took was a word to the wise, ala an offer that Mrs. Foster could not refuse. Remember Luca Brasi(s?) from the Godfather? The Dixie Mafia is alive and well today and the Clinton's are "made people", if you get my drift.

Blood splatter...should be behind him.

That's an important point. No one found any blood splatter behind him at the site where he was found!

...any exit wound to the back of the skull.

There was no exit wound in the back of the skull, according to one of the EMTs who looked for one. If the bullet was shot from inside the mouth, as the autopsy report claims, there should have been a huge one! Plus, if the gun was placed in the mouth, the teeth would have been shattered, and no report of that.

...the forensic professionals who did the investigation.

Believe it or not, many of these "professionals" were compromised - to put it diplomatically. The autopsy in particular was bizarre. An X-ray of the skull, which would have shown a large exit wound if there was one, was either (1) not done or (2) made to get lost or disappear, probably the latter. A good guess is that it got lost because it showed something that was grossly inconsistent with the "findings" in the written report.

a personal observation...

...the horrible net result of the copyright issue and excerpting articles as an issue b/t FR and the lamestreamedia as I have observed it this afternoon is that all of the old archived articles about Clinton corruption are now gone.

As I go through the older URLS in some of the articles, the URLS are broken and the MSM sources have deleted or moved the original stories.

Essentially it is as though these threads have been tossed into the memory hole forever. A true loss for those who were not internet savvy in the late ‘90s and reading these things as they unfolded. There was some outstanding commentary and cross referencing done my numerous freepers during the dark Clinton years. Could many of those articles and comments have proved useful in defeating Hillary! in ‘08? Who knows.

I was talking with a friend about the Militia movement in the ‘90s and how it sprung up under Clintion’s watch and the Reno and company tactics to suppress and demonize it. All on Clinton’s watch and most of those threads are broken up too.

In the spirit of paranoia and conspiracy perspectives that naturally arise after reading the stories of the body counts...one has to wonder if the copyright action against FR wasn’t partially intended to send all of those articles and comments that had been archived into the memory hole with an eye toward the future and H! running for POTUS.

Not taking my notion too seriously, just throwing it out there and lamenting the loss of so much good reference work done by so many here.

She might not have had a direct connection to the grifters but apparently her husband did and then happens to be there to console the widow Foster.
She sure didn’t wait very long after old Vince was buried.
When it comes to the Clintons my mind works overtime because I think they are capable of just about anything. They are truly scary people.

Wishful thinking? Nope. Read

THE AUTOPSY

FOSTER'S "MAGIC" BULLET HOLE.

Virtually the entire case for supposed suicide rests firmly on the autopsy done by Dr. James C. Beyer, a pathologist for Fairfax County, Virginia with strong ties to the FBI.

Dr. Bayer's autopsy report at first reading seems unremarkable. It's conclusion is that Vincent Foster died of a single gunshot wound entering the roof of the mouth and exiting the back of the skull.

But on closer examination, problems become apparent.

Dr. Beyer's co-worker at the Fairfax County, Virginia, medical examiner's office is Dr. Donald Haut. It was Dr. Haut, not Dr. Beyer, who actually examined Vincent Foster's body while it was still at Fort Marcy Park, assisted by John Rolla. On page two of Dr. Haut's signed report, the wound track is described as a "gunshot wound mouth to neck".

This corroborates the eyewitness testimony of EMS Technician Richard Arthur, who described the gunshot wound in some detail, placing it under the right ear. This is consistent with the news story reported by Ambrose Evens-Pritchard, who described a photograph of that wound.

Was there really an exit wound out the back of Foster's head?

Prior to the body's delivery to Beyer, nobody reported a gunshot wound out the back of the head. EMS Sergeant Gonzalas stated he did NOT see a gunshot wound out the back of the head. John Rolla did not report a gunshot wound out the back of the head. Another EMS Technician, Cory Ashford, testified is a tape recorded interview with reporter Chris Ruddy that he was certain there was NO exit wound at the back of the head while Vincent Foster was at Fort Marcy Park!

Outside of the obviously altered page one of Dr. Haut's report, there isn't a single official record of a gunshot wound exiting the back of Foster's head while he's still at Fort Marcy Park.

It is not until the body arrives at Dr. Beyer's morgue that the neck wound seen by Arthur and Haut seems to go away and the wound out the back of the head appears.

On the wound description page in the Beyer autopsy, the box for neck wounds has been left blank.

But the wound that Beyer DOES describe is rather odd. Supposedly, the wound is the result of a soft nosed unjacketed lead bullet being fired through two dense bones, first at the base of the skull and then at the rear. There should be metal fragments all over the wound track. For a comparison, take a look at the X-ray taken of John F. Kennedy's skull following his assassination. Metal fragments are seen throughout the interior of the skull, and this is from a full metal jacket round, the type that LIMITS fragmentation!

Yet in describing the wound track in Vincent Foster's head, Beyer notes on page 2 of his report that no metallic fragments were recovered during the examination! There should have been lead scrapings all over the bone perforations, had a soft-nosed lead bullet really made them!

More recently, a FBI telex was uncovered which reported that the autopsy conducted by the Fairfax County Medical Examiner had found a bullet entry but NO EXIT WOUND!

The missing X-rays

Beyer himself checked and signed the boxes on his report indicating that X-rays had been taken. Dr. Beyer told Park Police Detective James G. Morrissette that the X-rays showed no bullet fragments at all. Again, with the type of ammunition on the gun wound with Foster's body, this is impossible.

Of course, the X-rays were not to be found. Beyer later claimed that they hadn't been taken, and that his X-ray machine was broken, although the service records on that machine do not bear out this claim.

The missing crime scene photos

With the exception of a few Polaroid photos that are currently the subject of Allan Favish's FOIA lawsuit, no photographs of the crime scene exist.

The 35mm photographs taken by the Park Police were supposedly underexposed in the laboratory (although Starr investigator Miquel Rodriguez reportedly used an outside lab to successfully recover images from the film, just prior to his conflict with Mark Touhey and subsequent resignation from the OIC).

In addition to the 35mm photos, many more of the Polaroids of the crime scene simply vanished.

It turns out that Beyer was the last person known to be in possession of the now-vanished crime scene Polaroids. Rolla was unable to attend the autopsy of Vincent Foster because the autopsy was moved up 24 hours unexpectedly. As Rolla stated in his testimony, "Normally you like to have at least one of the scene investigators at the autopsy to answer questions for the medical examiner [Dr. James C. Beyer], but he had the photographs and copies of the reports."

Rolla testified that the photos were inside the case jacket when the jacket went to Beyer. After it had come back, the photos were gone. Note also that whereas it is normal to have investigators present for the autopsy, the last minute schedule change, moving the Foster up a day, meant that Beyer performed a significant part of the autopsy unobserved. By the time Park Police observers saw the body, Beyer had removed Foster's entire tongue and upper palette, obliterating the "mouth to neck" gunshot wound Dr. Haut had seen.

Clearly, something is very wrong with the autopsy and the preponderance of evidence points to Beyer as author of the deception. Certainly, he was well positioned to tamper with Dr. Haut's original report, altering the page 1 description.

Beyer's past history isn't the most reassuring. Indeed he seems to be the Virginia version of the infamous Dr. Fahmy Malek, the Arkansas M.E. who ignored clear evidence of homicide in the deaths of Don Henry and Kevin Ives and in one case ruled that a man who had been beheaded was dead of natural causes.

Beyer himself, in the case of Tommy Burkett, ignored a broken jaw in order to rule that Burkett had killed himself with a gun. Despite having shown the autopsy photos to Burkett's father, Beyer later claimed (as he did with the Foster X-rays) that they had never really existed. After a second autopsy, the case was reopened as a homicide.

Likewise, in 1989 there was an autopsy on establishing the death of a man named Tim Easley. Mr. Beyer, the coroner, ruled that Easley killed himself by stabbing himself in the chest. He failed to notice a defensive wound on the man's hand. The case was reopened, and, after an outside expert reviewed the case, Easley's girlfriend confessed to murdering him.

In short, Dr. Beyer's consistent performance (indeed his "specialty") appears to be the cover-up of murder by declaration of suicide!

In the case of Vincent Foster, the question must be asked if Dr. Beyer, given his past history, changed a non-fatal neck wound seen by witnesses at Fort Marcy Park into a fatal head shot needed for the suicide cover up.

One of the state police...had said they'd found his body in a car at the WH.

That was Arkansas Trooper Roger Perry, who told the FBI that he had received a call from Helen Dickey (Chelsea's nanny at the time) from the WH informing him, "Vince Foster got off from work and went out to the parking lot and shot himself in the head."

I'm quite sure that Trooper Perry was telling it as he'd been told. Either Dickey didn't quite get the story straight when she was told about it (we don't know who told her) or she was too stressed out to tell the story correctly when speaking to Trooper Perry.

Yes, you are correct to say that Beyer is a hot suspect in this cover-up.

But how does the author of that piece you posted claim that the neck wound was "non-fatal" (in the last sentence)?

Fatal shots to the neck are a fairly common underworld M. O.

That's an important point. No one found any blood splatter behind him at the site where he was found!

From the Starr report:

"Dr. Lee stated that one photograph of the scene "shows a view of the vegetation in the areas where Mr. Foster's body was found. Reddish-brown, blood-like stains can be seen on several leaves of the vegetation in this area." He also noted that "[a] close-up view of some of these blood-like stains can be seen in [a separate] photograph."

Other parts of the report detail blood splatter on Foster's hands, face, and shirt.

There was no exit wound in the back of the skull, according to one of the EMTs who looked for one.

From the Starr report:

"...upon the autopsy report and photographic evidence that there was bleeding beneath the scalp about the gunshot exit wound and beneath the fractures of the back of the skull."

Believe it or not, many of these "professionals" were compromised - to put it diplomatically.

Proven? Or wishful thinking?
