Foreign/Out-of-Country documents may be used as a primary/secondary source of identification if translated into English by a
Maryland District Court interpreter/translator, an MVA approved interpreter/translator, or the Embassy of the country where issued.
Translations must be on a document prepared by a court or MVA interpreter/translator or on the letterhead of the Embassy of the
country of origin, AND must contain the typed/printed name, telephone number and signature of the interpreter/translator. The
original document must accompany the English translation. See MVA’s website at www.marylandmva.com/DriverServ/Apply/

Applicants presenting foreign issued identity documents who are applying for an initial Maryland Learner’s Permit, Driver’s License or
Identification Card must provide the following:
1) Proof of Age and Identity—Two primary sources OR one primary source and two secondary sources. One source must contain
the applicant’s signature and the other must contain the applicant’s date of birth. Documents presented must be original and from
separate issuing agencies or sources.
Primary Sources

• Actual Social Security Card
• Maryland Driver’s License or Identification (ID) Card
• Out-of-State driver’s license or ID card, with translation into English,
if required
• Certificate of naming from a religious institution, located in a state or
territory of the U.S. such as a baptismal certificate or synagogue
naming certificate issued in the first year of life
• Certificate of U.S. Citizenship (Form N-560 or N-561)
• I-94 Refugee’s Arrival/Departure Card/Record
• Out-of-Country driver’s license, with an international driver’s license,
or a translation into English, if required
• Valid U.S. Military ID or discharge record (Form DD-214)
• Alien Registration Receipt Card/Permanent Resident Card
(I-551)
• Certified school records from a public or private primary, secondary
or post secondary accredited educational institution located in a
state or territory of the U.S.
• Valid Out-of-Country passport
• Valid Employment Authorization Card (I-688A or I-688B)
• Valid Employment Authorization Document (I-766)
• Valid Temporary Resident Card (I-688)
• Certificate of Naturalization (Form N-550 or N-570)
• Government issued driver’s license (includes military licenses)

Secondary Sources
• Document prepared by U.S. government agency, which contains
the applicant’s signature (Individual Taxpayer Identification Number
cards are not acceptable)
• Utility or telephone bill*
• Checking or savings account statement*
• Life insurance card or policy (over 3 years old)*
• Property tax bill or receipt*
• Vehicle registration card or title*
• Pistol permit with photograph or fingerprint
• Selective service card*
• Marriage certificate
• Divorce decree
• Canceled check with imprinted name and address*
• Residential rental contract (apartment lease or other rental of real
property)*
• Mortgage account or proof of home ownership*
• Retail sales/financial institution sales agreement (excludes
agreements for rental of household goods or other personal
property)
• Employee or contractor photo identification card issued by a local,
state, or U.S. government agency
• In the case of a dependent child, a certified statement from the
child’s parent or guardian signed under penalty of perjury in the
presence of a MVA official.* Satisfactory proof of identity and
relationship of the parent or guardian to the child applicant is
required.
• Maryland Vehicle Registration Card or Title*
• Utility, telephone bill or cable/satellite TV bill*
• Checking or savings account statement*
• Life insurance card or policy (over 3 years old)*
• Property tax bill or receipt*
• Mortgage account or proof of home ownership*
• Residential rental contract (apartment lease or other rental of real

• First class mail from any federal, state or local government agency
(to include the contents and envelope); MVA mail is not acceptable
• Copy of federal or Maryland income tax return filing, not
more than 18 months old, with proof of filing
• Installment loan contract from a bank or other financial
institution
• Sales tax or business license
• Major credit card bill
• Residential service contract (refers to services performed at the
address of residence; for example, TV repair, lawn service,
exterminator contract, cable or satellite television)
• Court Order of Probation, Order of Parole or Order of Mandatory
Release
• Canceled check with imprinted name and address*
• Selective service card*
• In the case of a dependent child, the MVA may accept a certified
statement of residency from the child’s parent or guardian, signed in
the presence of an MVA official.* Satisfactory proof of identity,
Maryland residency and relationship of the parent or guardian to the
child applicant is required.

OK ... You’re an illegal alien. Show me two primary sources of identity (or one primary and two secondary) plus two two proofs of residency. Since this is a hypothetical, and you’re not really an illegal alien ... I would be convinced by a solid explanation of where an illegal alien is going to get them.
