No, but making a big point of it in this case is pretty much racism -- trying to get people to think negatively about him by the racial and cultural heritage he was born of.
I think it's more a matter of connecting him with Saddam Hussein... but even if not, I don't see the connection between "racial heritage" and "cultural heritage" here. 'Hussein' is pretty much a Muslim name. Most Muslims are not black, and most blacks are not Muslim, so I don't get the point. Sure, his father was both, but then, his father is a person, not a race... and a comment directed specifically at his father (however cheap or unfair) would be no more "racist" than Ann Richards talking about GHWB being born with a silver foot in his mouth.

True conservatism is the ultimate compassion - the fight for the individual to be free. Anything else is feel good crap fronting for totalitarian control over the masses through government. Putting Compassionate in front of Conservative is to give in to the left.
