Afghanistan to Ask NATO for Bigger Army

Afghan officials will go to the NATO summit in Romania Thursday with a request: pay to increase our national Army by 40 percent. A bigger Army, Afghan officials argue, will allow the US and other coalition members to scale back in the coming years.

This appeal comes amid pleas from the US and Canada for other NATO members to commit more to the Afghanistan mission, which many analysts say has floundered over the past year for lack of resources and a coherent strategy. France is expected to contribute another 1,000 forces and Germany is likely to make a bigger commitment.

But American and Afghan government sources with knowledge of the expected Afghan proposal say that an increase from the current authorization of 86,000 Afghan Army soldiers to 120,000 is the only way to create an enduring defense against a resurgent Taliban and elusive Al Qaeda operatives. ‘Surge’ Brigade redeploys

BAGHDAD – Soldiers from the 4th Brigade, 1st Infantry Division are redeploying to Fort Riley, Kan., this month.

The 4th Brigade deployed in February 2007 to secure the Rashid Security District of southern Baghdad, and to help improve the safety and quality of life for the approximately 1.2 million people living there. During this time, the 4th Brigade was part of the initial surge of five additional brigades into Iraq.

“I am proud of Task Force Dragon’s Soldiers and the amazing work they’ve done in 14 months here,” said Austin, Texas, native Col. Ricky D. Gibbs, 4th Brigade commander. “We successfully reduced sectarian violence and attacks against Coalition and Iraqi Security Forces by more than 60 percent across the board, strengthened bonds with our ISF brothers, as well as the district and neighborhood governments, and worked diligently to restore essential services.

“We also got to know the people of Rashid, many of whom helped us to end the cycle of violence by courageously providing information leading to the capture of hundreds of criminals who were not acting in the best interests of a secure and stable Iraq.

“The quality of life for the residents of the Rashid Security District improved greatly as a result of the 4th Brigade Combat Team and its Iraqi Security Force partners,” said Brig. Gen. Michael Ferriter, Multi-National Corps – Iraq Deputy, Commanding General – Operations. “As the second of the five surge brigades to deploy, the brigade played an integral role in establishing the conditions for long-term security in Iraq.”

UAV kills 6 heavily armed criminals
Multi-National Division – Baghdad PAO

BAGHDAD – Coalition forces from Multi-National Division – Baghdad operating an unmanned aerial vehicle observed a large group of criminals with rocket-propelled grenade launchers and a mortar tube in northeast Baghdad at approximately 9:30 p.m. April 10.

The UAV fired a Hellfire missile killing six heavily armed criminals at approximately 9:45 p.m.

“U.S. Soldiers and their Iraqi partners are always vigilant in our efforts to protect the Iraqi people from criminals,” said Lt. Col. Steve Stover, Multi-National Division – Baghdad. “We remain committed to their safety, welfare and well-being.”

ISF capture two al-Qaeda in Iraq IED cell members, one insurgent cell leader in separate operations (Ramadi)

BALAD, Iraq – Iraqi Security Forces, advised by U.S. Special Forces, detained two suspected al-Qaeda in Iraq improvised explosive device cell members and one insurgent cell leader in separate operations April 8 and 9.

In Ramadi, the Anbar Counterterrorism Directorate conducted an operation to capture members of an AQI IED cell operating out of the Albu Faraj area of Ramadi.

The cell is accused of multiple attacks against Iraqi and Coalition forces including an IED attack March 25.

The group also owned an IED cache found by the Albu Faraj Iraqi Police March 30. Two cell members were detained during the operation.

In Mosul, 2nd Division Iraqi Army Soldiers captured the suspected leader of seven “battalions” of insurgents throughout Mosul. His cells are believed to be responsible for IED and indirect fire attacks against Iraqi and Coalition forces including two suicide vest IED attacks against tactical control points in eastern Mosul March 13.

Carla Del Ponte, who stepped down in January as chief prosecutor at the Hague tribunal for crimes committed in the Balkan wars of the 1990s, said investigators found a house suspected of being a laboratory for the illegal trade.

Carla Del Ponte: allegation

A senior adviser to Hashim Thaci, Kosovo’s prime minister and a leading member of the Kosovo Liberation Army which is accused of benefiting from the trade, yesterday denied the allegations.

“These are horrible things even to imagine,” said Bekim Collaku. “But this is a product of her [Miss Del Ponte’s] imagination.”

Miss Del Ponte reports that the allegations were made by several sources, one of whom “personally made an organ delivery” to an Albanian airport for transport abroad, and “confirmed information directly gathered by the tribunal”.

According to the sources, senior figures in the Kosovo Liberation Army were aware of the scheme, in which hundreds of young Serbs were allegedly taken by truck from Kosovo to northern Albania where their organs were removed. Miss Del Ponte provides grim details of the alleged organ harvesting, and of how some prisoners were sewn up after having kidneys removed.

“The victims, deprived of a kidney, were then locked up again, inside the barracks, until the moment they were killed for other vital organs. In this way, the other prisoners were aware of the fate that awaited them, and according to the source, pleaded, terrified, to be killed immediately,” Miss Del Ponte writes.

The claims in The Hunt: Me and War Criminals have renewed tensions between Serbia and its former province of Kosovo, which declared independence two months ago. In it, the Swiss ex-prosecutor reveals how her efforts to bring alleged war criminals to justice were stymied by lack of co-operation from all sides - Serb, Albanian and even Nato. But it is her report of the organ traffic that has caused most shock, even in a region long hardened to horror.

Vladan Batic, Serbia’s former justice minister, said: “If her allegations are true, then this is the most monstrous crime since the times of Mengele, and it must be made a priority, not only of the domestic judiciary but also of the Hague Tribunal.” The book reports a visit by Hague tribunal investigators to a house south of the Albanian town of Burrel where they found traces of blood across a wide area, as well as medical equipment.

“The investigators found pieces of gauze, a used syringe and two plastic IV bags encrusted with mud and empty bottles of medicine, some of which was of a muscle relaxant often used in surgical operations,” she writes. However, she concludes that the finds do not amount to sufficient proof for a war crimes tribunal. In Belgrade, the Serbian capital, an association of families of Serbs still listed as missing since the Kosovo war, said it would sue Miss Del Ponte, alleging that she had failed to act over the alleged organ-farming scandal. Serbia’s war crimes office announced it had opened its own investigation.”

U.S. Embassy Sana’a released the following Warden Message on April 10:

On April 9 at approximately 11:30 p.m., two small Improvised Explosive Devices (IEDs) were discovered outside the office of Canadian energy company Nexen in Sanaa. One device exploded and the other was defused. There were no injuries and only minor damage.

U.S. citizens in Yemen should exercise caution and take prudent security measures, including maintaining a high level of vigilance, avoiding crowds and demonstrations, keeping a low profile, varying times and routes for all travel, and making contingency emergency plans such as ensuring travel documents are current. All American Citizens who have not already done so are urged to register with the U.S. Embassy.

Navy Fires Warning Flare as Iranian Boat Approaches in Persian Gulf

WASHINGTON — The U.S. Navy says one of its ships encountered a small Iranian high-speed boat in the central Persian Gulf. The Navy says the boat stayed away after the ship fired a flare.

Two other similar Iranian boats in the area did not approach as closely.

The USS Typhoon tried unsuccessfully to establish radio contact with the Iranian boat after it came within an estimated 200 yards of the Typhoon on Thursday, outside Iranian territorial waters. A Navy official says the ship then fired the flare and continued on its way northward without incident.

The official said Friday that the Iranian boats did not appear to have been armed.

It was at least the second U.S. Navy encounter with an aggressive Iranian high-speed boat this year. In January, Iranian boats made what the Navy called provocative moves near a U.S. ship in the Strait of Hormuz.

Satellite Photos Show ‘Secret Launch Site’ for Iran’s Long-Range Missiles

The secret site where Iran is suspected of developing long-range ballistic missiles capable of reaching targets in Europe has been uncovered by new satellite photographs.

The imagery has pinpointed the facility from where the Iranians launched their Kavoshgar 1 “research rocket” on Feb. 4, claiming that it was in connection with their space program.

Analysis of the photographs taken by the Digital Globe QuickBird satellite, four days after the launch has revealed a number of intriguing features that indicate to experts that it is the same site where Iran is focusing its efforts on developing a ballistic missile with a range of about 4,000 miles.

A previously unknown missile location, the site, about 143 miles southeast of Tehran, and the link with Iran’s long-range program, was revealed by Jane’s Intelligence Review after a study of the imagery by a former Iraq weapons inspector. A close examination of the photographs has indicated that the Iranians are following the same path as North Korea, pursuing a space program that enables Tehran to acquire expertise in long-range missile technology.

Geoffrey Forden, a research associate at the Massachusetts Institute of Technology, said that there was a recently constructed building on the site, about 130 feet long, which was similar in form and size to the Taepodong long-range missile assembly facility in North Korea.

Unmanned Aerial Vehicle Kills Six Armed Criminals Near Baghdad

WASHINGTON, April 11, 2008 – A Hellfire missile fired from a coalition unmanned aerial vehicle killed six heavily armed criminals in northeastern Baghdad yesterday, military officials reported.

Officials said coalition forces from Multinational Division Baghdad operating the UAV fired on a large group of criminals with rocket-propelled-grenade launchers and a mortar tube.

In other operations in Iraq yesterday:

— Soldiers with the 101st Airborne Division’s 3rd Brigade Combat Team found a weapons cache in Janabi. It contained a wide variety of ammunition and illumination rounds, propellant, fuses, a hand grenade, TNT and other bomb-making materials. The cache was turned over to an explosives team for detonation.

— A Multinational Division Baghdad aerial weapons team saw three men at a potential rocket site in northeastern Baghdad. When the men caught site of the team, they fled the scene in a black sedan. But when a UAV showed the criminals returning to the site and confirmed the presence of rockets, the team returned and destroyed three rockets with a Hellfire missile. The criminals fled the scene. The presence of two additional rockets was confirmed at a different site a short time later. The team also destroyed those rockets with a Hellfire missile.

— In a separate event, a UAV showed a rocket launch site and positively identified a vehicle used in the earlier attack in northeastern Baghdad. The UAV hit the sedan with a Hellfire missile.

— Iraqi soldiers discovered more than 30 bodies in a mass grave at a house in Mahmudiyah on April 10. Initial reports indicate the remains had been buried for more than a year. The entire house has been declared a grave site, and the Iraqi army is excavating the area.

During operations in Iraq on April 9, soldiers from the 4th Infantry Division’s 1st Brigade Combat Team discovered a weapons cache in Baghdad’s Rashid district. The cache included multiple mortar rounds and bomb-making materials, rounds of 7.62 mm ammunition, a rocket-propelled grenade with launcher, a sniper rifle, blasting caps, and detonation cord.

Earlier this week in Iraq:

— Iraqi security forces detained two suspected al-Qaida bomb-making-cell members and one insurgent cell leader in separate operations.

— The Anbar Counterterrorism Directorate, advised by U.S. Special Forces soldiers, conducted an operation to capture members of an al-Qaida bomb-making cell operating out of the Albu Faraj area of Ramadi. The cell is accused of multiple attacks against Iraqi and coalition forces, including a homemade-bomb attack March 25. The group also owned a homemade-bomb cache found by the Albu Faraj police March 30. Two cell members were detained during the operation.

— In Mosul, 2nd Iraqi Army Division soldiers, also advised by U.S. Special Forces soldiers, captured the suspected leader of seven “battalions” of insurgents throughout Mosul. His cells are believed to be responsible for bombings and indirect-fire attacks against Iraqi and coalition forces, including two suicide-vest attacks against tactical control points in eastern Mosul on March 13.
