ORLANDO, Fla. -- A 24-year-old man held a gun to the head of a 15-month-old girl while he raped her mother for 25 minutes in a Wal-Mart parking lot, according to an arrest report.
David Welker is accused of raping a woman in broad daylight at a Wal-Mart parking lot located on John Young Parkway after forcing her into her car at gunpoint.
The gun was placed against the child as Welker raped the woman twice, Thursday's arrest report said.
The document also said "he ordered her to dump out her purse. He then took her cellular phone, her debit card" and $70 in cash.
Tip Led To Arrest
Crimeline tips led detectives to Welker after photos apparently showing him at an ATM were released to the public earlier in the week.
"This is huge," Orange County sheriff's Sgt. Rich Mankewich said. "Obviously, he caused fear in a lot of people over the last day and a half. We needed him off the streets."
Detectives said they have a solid case against Welker. Investigators said they found a gun and a sport utility vehicle believed to have been used in the crime.
"We have (also) recovered the jacket he was wearing when the picture was shown and he was trying to hide his face," Mankewich said.
Attack Caught On Video
Deputies said Welker was sitting around the Wal-Mart looking for a target before the attack.
"We have him on video up to a half-hour before this crime occurred just sitting in front of the store looking around, checking out his surroundings, then he chose his victim that he wanted," Mankewich said.
Welker robbed the woman, locked her in the trunk of her vehicle and drove off in a sport utility vehicle, deputies said. The woman escaped from the trunk, drove home and called 911, deputies said.
"She had a baby with her, so it made for a perfect target. She's not going to resist with a 1-year-old baby in her arms," Mankewich said. "She did the right thing. She survived the encounter, and she's able to talk to us and give us a description of this guy."
The child was not harmed.
"That just totally scares me to death," shopper Cindy Isbell said. "It's terrifying. I don't know what I would do."
Arrested 27 Times
Meanwhile, Local 6 has learned that Welker has been arrested 27 times before being taken into custody in connection with the Wal-Mart attack.
When he was 18-years-old, he was arrested twice on theft charges.
Other charges include battery on an elderly or disabled person and grand theft auto. But this is Welker's first sex crime arrest, Local 6 reported.
"This guy has been through the system so many times, he knows not to talk to the police about anything," Orange County sheriff's Sgt. Rich Mankewich said
Knowing the FL legal system, this piece of human garbage will be back on the street in a year or so.
After all, they don’t want to make him “feel bad” by keeping him locked up for the rest of his life . . . . or simply depriving him of it.
Its’disgusting isn’t it? Women can’t even go and do the shopping they need and have an outing at the same time with their baby without scum like this polluting our air and taking advantage of a woman who would protect her baby first and foremost. I wish too she had had a gun and blew him away. At least he wouldn’t have ever bothered HER again NOR anyone else. If you have a gun and it is registerd and you are carrying it legally then it should be taken with you everywhere you go. I so wish this woman would have been carrying legally.

I hope this guy doesn’t get so distraught over what he has done that he hangs himself in jail.
You know, every time I leave a Wal-Mart or Target it seems I notice one of these hang-out fruitcakes just standing around doing nothing, holding nothing and swiveling their ugly heads around trying to scope out God knows what. You know they are scoping out a victim to rob or stalk.
You would think these stores would have a security guard out front to run these creeps off, or at least get an i.d. and a “what are you up to” from these louses.
When I see them, I look them in the eye and give them my Aunt Esther evil eye in return, while turning around to watch their every move before they get nervous and walk off. It wouldn’t hurt for everyone to do that if and when you see one.
Don’t cha know that it’s morally superior for a woman to be raped and strangled than for her to defend herself with a firearm?
I worked in W-M security for about 6 months, shortly after I retired. In those 6 months, I could write a book on the crap that I saw going on.
My favorite though, is the two 13 year old girls I caught stealing Early Home Pregnancy testing kits. They begged me not to call their parents. hahahahaha.

I’d like to see legislation put forward that introduced punishment for anyone that participates in the release of a criminal that commits another crime.
If he was released at a judge’s discretion, that judge should be punished as if HE committed the crime.
I’m guessing that nobody was watching the video feed during this time. After the attack, they reviewed the video and spotted him.
Walmart can't even police (as in collect, contain, and put away) their shopping carts...think they can manage something with any semblance of a nervous system?
I don't go to Walmart unarmed anymore at all, specifically because of the people you mentioned in the first paragraph...and also a near incident I experienced myself while unarmed a few weeks ago.
Death on the first offense for all violent felons. Death for all three-time felons. At least 10% of our prison inmates deserve to be killed.
I’ve seen a lot of posts regarding this story and it’s amazing how many clever ways people come up with to punish this piece of spoiled humanity.
However, can we blame anyone for thinking along these lines? To me, there is no punishment good enough for this puke. Tim and time again we sit by or watch the news or hear on the radio or read in the paper or Free Republic etc...how someone was taken advantage of and either attacked sexually or a child molested (think about that folks...really think about that...a little innocent child who knows nothing of the world and then is sexually molested) and we have long drawn out trials where the perp doesn’t give a damn becuase he is a loser to start with and evil from the core or he wouldn’t have done such a horrible act in the first place. I don’t say he is mentally ill...I say he is EVIL plain and simple. Purely mean down to his last bone. Nothing but mean and evil wrapped into one person.
The people ARE getting sick and tired up to their ears of hearing about these God awful happenings and no one doing anything about them. Why was this man out of jail? With 27 arrests he should be sitting in a dark, dank jail cell . He doesn’t deserve any consideration.
Think of the horror of this mother trying to protect her child and then having to endure what this scum did to her. I can’t imagine what she felt. For him to do this knowing this mother would protect her child and do what he wanted makes the crime worse. He not only overpowered a woman who was not as physically strong as he but...he threatened her child with a gun to the head. Now...how can ANYONE in their right mind not just take this man and either throw him in jail ASAP OR Execute him in the chair or whatever method that state uses?
She identified him. She told what happened. The cameras saw him hanging and lurking around for half an hour. that should be it for him. Done and over.
I just hope and pray this woman and her child will be OK. I also hope that next time she has the means to protect herself with a little help from Smith and Wesson. She should go to a firing range and take lessons so she will know how to use her weapon which will give her the confidence she will need in the future to walk in and out of stores and into parking lots. She should register her weapon and make sure she is doing a legal carry. That will be first and foremost.
The people of this country are being victimized by thugs, rapists, murderers, child molesters and you name it. Every single day there is something. A wife or husband murdered by a spouse or boyfriend or girlfriend murdered by one or the other. Murder is an every day happening now. Every night on the news someone is murdered.
It’s not right. It’s not right. We need to be able to protect ourselves and our families when we are threatened and attacked... WITHOUT US the victims who were minding our own business and going about our day having to be UNDER INVESTIGATION BECAUSE we protected ourselves and those we love and yes, even those we see being victimized.
Amazing how it is said we should look out for our neighbors and how we should always help our neighbors and those in need. Then when someone does step up to help another person in danger...they turn the cards on the person who may have saved the life/lives of someone else.
The country is backwards. Too liberal with the laws. We need to go back to the times when the perp pays for his/her crime and the average citizen working every day to provide for his/her family is able to feel safe doing something so simple as walking from the parking lot in BROAD DAY LIGHT.
When does this insanity stop? What is wrong? What has happened to this great country? Why is there so much hatred? How can anyone attack anyone else UNLESS in self defense of course. How can an adult molest a child? How can a man or woman sexually molest another person? How can that be? What gives them the right?
I would say we are heading down the path to destruction. However...I feel we are already there. God save us all.
I aplogize for the long post but...this attack is simply beyond the pale and it just got to me. It’s heartbreaking and makes me angry all at the same time. Our country and all of our citizens (especially our children) deserve better than what we are getting. Stay safe everyone.
I agree. In the case of crimes like these, the “cruel and unusual punishment” clause should go right out the window. As Bonasera said to Don Corleone regarding the students who beat up his daughter, “They should be made to suffer as she suffers.”

Saw those ... they were great. Kersey did the city a favor but had to keep moving on. He got the job done though. Know it is only a movie but reflects what h appened here and how angry everyone is.
