U.S. Wary Of Small Boat Terrorism

As boating season approaches, the Bush administration wants to enlist America's 80 million recreational boaters to help reduce the chances that a small boat could deliver a nuclear or radiological bomb somewhere along the 95,000 miles of U.S. coastline and inland waterways.

According to an April 23 intelligence assessment obtained by The Associated Press, "The use of a small boat as a weapon is likely to remain al Qaeda's weapon of choice in the maritime environment, given its ease in arming and deploying, low cost, and record of success."

While the United States has so far been spared this type of strike in its own waters, terrorists have used small boats to attack in other countries. Read More

Presidential Designation of Foreign Narcotics Kingpins

White House News

Today the President designated four foreign individuals and three foreign entities in the ninth annual set of determinations of drug traffickers who will be subject to the sanctions provided in the Foreign Narcotics Kingpin Designation Act (”Kingpin Act”). This action brings the total number of individuals and entities designated under the Kingpin Act to 75 since the first designations were made in 2000.

This action underscores the President’s determination to do everything possible to pursue drug traffickers, undermine their operations, and end the suffering that trade in illicit drugs inflicts on Americans and other people around the world, as well as prevent drug traffickers from supporting terrorists. We appreciate the support and cooperation often provided by host governments in making these designations, and this year in particular, the Government of Italy with respect to the ‘Ndrangheta Organization.

The Kingpin Act, which became law in December 1999, targets significant foreign narcotics traffickers, their organizations, and operatives worldwide, denying them access to the U.S. financial system and all trade and transactions involving U.S. companies and individuals. The Kingpin Act does not target the countries in which these foreign individuals and entities are operating or the governments of such countries.

The additional foreign individuals and entities the President has designated this year as appropriate for sanctions under the Kingpin Act are:

Hermagoras Gonzalez Polanco (Venezuela)

Cumhur Yakut (Turkey)

Marcos Arturo Beltran Leyva (Mexico)

Defendant had been extradited from Mexico to stand trial

TUCSON, Ariz. - Francisco Valle-Hurtado, 38, of Naco, Sonora, Mexico, extradited to the U.S. in May 2006 to face trial for cocaine charges related to the Naco, Ariz. drug tunnel, was sentenced here today by U.S. District Chief Judge John M. Roll to 25 years in prison. Over 20 tons of cocaine had been smuggled through the tunnel from its inception in 1996 until May1999 when the tunnel was discovered.

Valle-Hurtado and Ruben Ultreras-Estrada, 38, also of Naco, were convicted in November 2007 of conspiracy to possess with intent to distribute 17,715 pounds of cocaine. Valle-Hurtado was also convicted of possessing a machine gun while committing the cocaine violations. It was his job to guard the cocaine loads with a machine gun after the loads had passed through the tunnel.

The investigation began after the seizure of 5.6 tons of cocaine from a warehouse in Tucson in December 1996. During the course of the investigation an additional 2660 pounds of cocaine, three fully automatic machine guns and 1.5 million in cash were seized. Over fifty people connected to the Naco tunnel have been convicted; five remain at large. Ultreras-Estrada will be sentenced on June 30, 2008 before Chief Judge Roll.

The investigation leading to the conviction was conducted by the Federal Bureau of Investigation, the Drug Enforcement Administration, U.S. Immigration and Customs Enforcement and the Arizona Department of Public Safety. The prosecution was handled by James T. Lacey, Assistant U.S. Attorney, District of Arizona, Tucson, Ariz.

Troops in Afghanistan Kill Enemy Fighters Detain 20

WASHINGTON, May 30, 2008 – Several enemy fighters were killed and 20 were detained during separate operations in Afghanistan yesterday, military officials said.
Four enemy fighters were detained during an Afghan and coalition operation to degrade militant anti-government operations in Konar province.

Coalition forces searched compounds in the province’s Narang district, targeting a Taliban member known to have assisted in multiple attacks against the Afghan government and coalition forces, officials said.

In a separate operation, coalition forces detained 16 enemy fighters during an effort to disrupt anti-government operations in Afghanistan’s Ghazni province.

Coalition forces searched compounds in the province’s Andar district, targeting a militant leader who facilitated foreign fighters and homemade-bomb attacks against the Afghan government and coalition forces, military officials said. During their search, coalition forces were threatened by several enemy fighters and responded with small-arms fire, killing several of the enemy fighters. The troops found weapons and bomb-making materials on the compound and destroyed them to prevent their future use.

Iraq Operations See 13 Enemy Killed, 14 Captured

American Forces Press Service

WASHINGTON, May 30, 2008 – Coalition and Iraqi troops killed 13 enemy fighters and captured 14 others during recent operations, military officials said.

In operations today:

— Coalition forces killed an al-Qaida in Iraq weapons dealer and detained another man near Tikrit. Perceiving hostile intent after the man made threatening movements toward them, coalition forces shot and killed him. The man was identified as the targeted weapons dealer, who was involved in a Tigris River Valley bomb-making network, officials said.

— An operation south of Sinjar netted an individual reportedly involved in bombings and an illegal terrorist court system in Ninevah province. Military officials said the wanted man tested positive for explosives residue. An additional suspect was detained.

— Coalition forces captured two more alleged bombing-network operatives and three additional suspects near Beiji. Officials said one of the men confessed to killing three Americans and emplacing roadside bombs in the area and that the other was involved in bombing networks in the Tigris River Valley and Mosul.

— While coalition forces were targeting a senior al-Qaida in Iraq leader in Tarmiyah, military officials said, a group of men approached them. The coalition forces identified themselves, and all but one man in the group turned away. Perceiving hostile intent, the coalition forces shot and killed him. One of the captured men is believed to coordinate attacks against coalition forces, officials said. The other allegedly provides falsified documents for foreign terrorists. Two additional suspected terrorists were detained.

— Iraqi and coalition forces captured a wanted man and two other suspected terrorists who are allegedly tied to al-Qaida leaders in Kirkuk. Farther south, the force detained an alleged foreign-terrorist facilitator with ties to a suicide-bombing network in Abu Ghraib, military officials said.

In operations yesterday:

— Members of a “Sons of Iraq” citizen security group killed nine enemy fighters during a firefight at a checkpoint near Owja, south of Tikrit. Members of the group were attacked when a fuel truck approached the checkpoint and engaged the guards with small-arms fire. The driver then got out and detonated a suicide vest. The remaining enemy fighters continued to target the security group, and Iraqi army soldiers and police responded to the firefight, eliminating the threat, officials said.

— Acting on a tip from local citizens, Iraqi soldiers found a large weapons cache near the Rega area of Salahuddin province. The cache contained various sizes of rounds commonly used to manufacture homemade bombs.

— In separate operations, Iraqi army soldiers discovered six homemade bombs and a weapons cache containing rocket-propelled grenades in northern Baghdad.

In operations May 28, Multinational Division Baghdad soldiers killed two enemy fighters who were armed with rocket-propelled-grenade launchers. They also seized grenades, RPGs and various other bomb-making materials during operations in Baghdad.

National Police seize foreign-made munitions, turn over to MND-B Soldiers (New Baghdad)

Multi-National Division – Baghdad PAO

BAGHDAD – Iraqi National Policemen seized assorted foreign-made munitions and turned them in to Multi-National Division – Baghdad forces in the New Baghdad security district of eastern Baghdad May 29.

The munitions seized by policemen from 4th Brigade, 1st National Police Division, included an Iranian-made 88 mm PG-7 rocket-propelled grenade, a Russian-made 85 mm PG-7 RPG, two Russian-made PG-M 70 mm RPGs, a Russian-made PG-9S 72 mm RPG, two Type 69 185 mm Chinese-made RPGs and various improvised explosive devices.

The INPs released the confiscated munitions to MND-B for demolition, which was performed by explosive ordnance experts from the 4th Brigade Combat Team, 10th Mountain Division.

“The National Police are to be commended for finding the improvised explosive devices and turning over these confiscated munitions,” said Maj. Joey Sullinger, a spokesperson for 4th Brigade Combat Team, 10th Mountain Division.

“This is an example of their professionalism, commitment and capabilities in serving and protecting the people of Iraq.”

The ISOF conducted one operation to capture an alleged Special Groups cell leader, suspected of harassment, intimidation and extortion.

In another operation, ISOF captured three suspected Special Groups criminals believed to be responsible for the kidnapping of an ISOF warrant officer last week. Six others were detained for questioning.

Rape cases seldom result in conviction in Britain

After Linda Davies reported to police that her 15-year-old daughter had been raped, it took three months — plus two dozen phone calls and a threat of legal action — before police questioned the suspect, a 28-year-old neighbor.

“I gave police his name, address, mobile phone number, car registration — everything but his passport,” said Davies, 44, a strong-minded mother of two daughters. “I was basically begging them. He lived five minutes away from us.”

The suspect was finally arrested but acquitted at a trial in which the judge told the jury that he was “in a way a man of good character” because his previous criminal convictions, for possession of stolen goods and marijuana, did not involve violence.

Davies was furious at the judge, who also instructed the jurors to ignore the victim’s young age, and at police, who lost cell phone records that contradicted the defendant’s account.

“This has shattered us,” Davies said. “We felt like the whole system was against us.”

Davies said she was stunned to learn that her daughter’s case was the rule, not the exception. According to government statistics, only 5.7 percent of rapes officially recorded by police in England and Wales end in a conviction.

“What are they saying?” Davies asked. “That 95 percent of women that come forward are telling lies?”

“As many as one in two young men believe there are some circumstances when it’s OK to force a woman to have sex,” said Conservative Party leader David Cameron, citing studies.

“In my mind,” he said, “this is an example of moral collapse.”

ARTICLE SNIPPET: “Health officials in Gaza City said Saturday morning that an explosion in the house of a Hamas gunman has killed the man and wounded 16 relatives and neighbors.

The Palestinian Interior Ministry said it was investigating the cause of Saturday’s blast at the home of Hamas operative Nader Abu Shaban.

Hamas sources said Abu Shaban was handling explosives when the blast went off. Doctors said two of the 16 wounded are in critical condition.”

“Report: N. Korea conducts apparent short-range missile tests off coast”

ARTICLE SNIPPET: “North Korea has fired three short-range missiles into waters off its western coast in an apparent routine test, Yonhap news agency reported Saturday.

North Korea fired three ship-to-ship missiles into the West Sea on Friday, Yonhap said, citing South Korean government officials it did not identify.

The report said that two of the missiles appeared to have misfired. The projectiles appeared to be of a variety made in the former Soviet Union with a range of about 45 kilometers, Yonhap said.

The agency quoted an unidentified South Korean Defense Ministry official as saying the missile tests did not appear to be meant to provoke the South, since they were fired well away from contested waters off the western coast.”

WARDEN MESSAGE: JERUSALEM YESHIVA FUNERAL PROCESSIONS
U.S. Consulate General Jerusalem issued the following Warden Message on May 30:

There will be several events in Jerusalem to commemorate “Jerusalem Day.” These events, scheduled to take place on June 1st to 3rd, 2008, are expected to attract several thousand people. Local police will significantly increase their presence throughout the city and will also increase restrictions on travel, resulting in several road closures and roadblocks.

While we have received no specific threat information indicating a greater risk during these festivities, Israeli officials are at a heightened state of alert for a potential attack during these events.

Accordingly, the Consulate General of the United States in Jerusalem has asked all Consulate employees to avoid attending these events and to remain vigilant for unusual or suspicious activity. Private American citizens are also advised to exercise caution and adjust their travel within the city during this period.

Planned events include:

Sunday – June 01, 2008.

Sunday – June 01 – 20:00 to 02:00 – Student Day event in Independence Park. There will be stages and loud music, with an estimated 10,000 participants.

Sunday – June 01 – 20:00 – Beit Orot Yeshiva plans to march from Mt. Scopus to the Western Wall, with 8,000 estimated participants.

Monday – June 02, 2008.

Monday – June 02 – 15:00 to 16:30 – Mayoral Reception for the diplomatic community at the David Tower museum, at Jaffa gate.

Monday – June 02 – 15:30 to 20:00 – March from Independence Park, around the city walls to the Western Wall, with an estimated 10,000 participants.

Monday – June 02 – 18:00 – On Ammunition Hill, a memorial ceremony with the Israeli President and the Prime Minister; probable heavy traffic congestion on Route 1.

Tuesday – June 03, 2008.

Tuesday – June 03 – 12:00 to 17:00 – An agriculture exhibition and a march from Independence Park to Teddy Stadium, with an estimated 20,000 participants. Street closures at Independence park, Agron, Paris Square, Gaza, Hertzog, and Teddy Stadium. Cars parked in these areas may be blocked from leaving.

The State Department and the Consulate General urge American citizens to remain vigilant while traveling throughout Jerusalem, especially within the commercial and downtown areas of West Jerusalem and the city center. Israeli security services report that they continue to receive information of planned terrorist attacks in and around Jerusalem. The last terrorist bombing in Jerusalem was on September 22, 2004. Spontaneous or planned protests within the Old City are possible, especially after Friday prayers. Some of these protests have led to violent clashes. The Old City of Jerusalem is off-limits to U.S. Government personnel and their family members after dark during the entire week and between the hours of 11 am and 2 pm on Fridays.

Americans in Israel, the West Bank and the Gaza Strip are strongly encouraged to register with the Consular Section of the U.S. Embassy in Tel Aviv or the Consular Section of U.S. Consulate General in Jerusalem through the State Department’s travel registration website, https://travelregistration.state.gov. U.S. citizens who require emergency services may telephone the Consulate General in Jerusalem at (972) (2) 622-7250 or the Embassy in Tel Aviv at (972) (3) 519-7355.

For the latest security information, Americans should regularly monitor the Department’s web site at http://travel.state.gov, where the current Worldwide Caution, Travel Warnings, including the Travel Warning for Israel, the West Bank and Gaza, and Travel Alerts can be found.
