1) The murderer was already prohibited by state and federal law to own a firearm, yet he had two. Where was the probation officer?

1) As it has been pointed out, this criminal was not in legal possession. 2) The officers were shot in the head. I've seen beef steer drop dead instantly from a .22 Long Rifle between the eyes. 3) Any long gun can be used as an "assault rifle" in the hands of a skilled user. A .22 mag using hollow points can disintegrate a melon the size of a person's head. 5 rounds could equal 5 kills.
