How is it the Russians have confirmed before the United States that it was a succesful nuclear test? I thought we were supposed to be the leader in nuclear proliferation, etc...?

British junior foreign minister Bill Rammell Monday called North Korea’s announced nuclear test a “clear breach” of UN Security Council resolutions and urged it to return to disarmament talks.
There are satellites up there which can see the flash of radiation. Also a natural earthquake does not have the same seismic profile as a nuclear test even though both register on the Richter scale. The US doubtless knows more than it’s letting on.
