I bet they mean only the full (Afghan, Pakistani) Burqa as above. The Saudi version for example... seen below, leaves open the eyes. Wanna bet it's a technicality like this for the low number?

Only 367 women in France wear Islamic veils that cover their faces and bodies, a newspaper reported on Wednesday, undermining the position of politicians who are pushing for a ban on the garments.
A panel of legislators is studying the issue of whether the number of women wearing such veils is on the rise and why. The panel is expected to say in coming months whether it backs a ban on the veils in public places, as advocated by some politicians.
President Nicolas Sarkozy has stopped short of backing a ban, but has said the veils were "not welcome" in France.

Gee, I dunno, I can think of a lot more frightening getups viewable in the US any time of the day in certain neighborhoods of certain cities. We should be so lucky that our scary 'ladies' would do us all the favor of consenting to wear the burqa! ;-)
What would you do if you were a bankguard, saw these figures walk inside, and you had a 12-gage shotgun within reach? How would you know if they are just customers and not robbers? Are these women also allowed to wear that dress while driving a car?
Saw a few of them at Wallmart the other day wearing the Saudi type of abayah. Just wait until one of them go BOOOM! inside a mall taking a few dozen shoppers with them, making the floor all slippery. That’s the time when they’ll prohibit the wearing of a burqa, but the damage will have been done.
The kind of Muslims who make their women wear burqas or abayahs don't let them drive cars.
It would have been better for the “man” of the family to wear black... ugh. I hope he isn’t a plumber.
