That’s not carbon. That is just light print. Check the seal out. If they had used the seal on the document “set” it would be gray on the high parts..

No,it has been pointed out on this thread that in Oct. 1963 Kenya basically rejected the structure England had imposed several years earlier and called for a new constitution, which was promulgated Dec. 12. Already in October the term “Republic of Kenya” was being used.
Republic was a no-no for British colonies. It had overtones of anti-monarchy. Dominion and commonwealth were the preferred terms. The Oct. 1963 “revolt” was Kenyatta basically flexing his muscles and telling the former colonial overlords that “we will decide things for ourselves, thank you very much.”
