Colby died in an alleged canoeing accident somewhere between his home on Neale Sound and the Wicomico River in Charles County, Maryland, a long way from the Chesapeake Bay.
Speculation as to his death being other than an accident arose from his being involved in evaluating FLIR footage of the Waco massacre, which allegedly contained images of US personnel firing on the Branch Davidians as they attempted to exit the burning complex, and which allegedly contained images of Government personnel engaging in firing on the Davidians after breaching part of the building from the back.
Speculation as to who caused the fire may also have been verified/refuted by that footage as well.
Colby was one of three FLIR experts to (seperately) meet an apparently untimely end as the information was being examined, was an experienced canoeist, knew the waters there and their quirks of tide and weather (had lived there some time), and his body was found without a life jacket about 100 yards downriver of Lancaster's Bar (that's a sand/oyster bar, not the drinking kind) after a three day search, the most extensive ever conducted in the area for a missing boater.
It is unlikely that he would have gone out without a flotation device alone, and injuries to the body further fueled speculation that his demise was not an accident.
He is probably powerless and stuck in the middle.

When I was in school he came and lectured one night. Afterwards, on a lark, in true spy fashion I followed him from the lecture hall, through the student center, through the campus woods and all the way to the parking lot. I was just curious if he had any bodyguards lurking about or if he did anything to see if he was being "followed".
Sadly he did not. Kind of popped my balloon about spies.
