Worse still, this program does not borrow one component from Clunkers that would actually have been effective: there is no requirement to take the old appliance offline.Then it is easy to predict what will happen to the old ones. Many will just be resold, many will wind up in the garage to keep the beer cold.
To see a significant increase in energy consumption someone would have to be replacing a real old refrigerator. In about 1993 the effeciency standards were significantly improved, about the time R-22 freon was phased out.

Another aspect of these programs - how do too-early buyers feel about having 'missed out' on these 'rebates'. I bought an old house last year, replaced the windows with insulated impact resistant ones, new refrigerator for a constantly running one and other such tasks. If I had just waited until after January 1st, I would have been much better off. What do I think; I am STEAMED at the Administration but I am STILL HAPPY that I did what I did for my own reasons.
In other words - I am NOT DRIVEN by idiot government, I am driven by my own enlightened self interest. What these programs do is to give incentive to the dim-bulbs to do those things that have some logic. Of course the government then turns around and taxes these rebates - gotch-ya!

They won't receive a 1099, but more than likely will have to pay sales tax on the rebate amount.
Is the credit subject to being taxed as income to the consumers that participate in the program?
NO. The CARS Act expressly provides that the credit is not income for the consumer

AFAICT, it’s called the Cash for Refrigerators Rebate Program.
I wonder if it’s anything like Staples’ Mail-in Rebate programs? Some 8 to 10 weeks later, if you haven’t received your rebate check, call this number to be abused by a an unmotivated, clueless $6/hr clerk whose job it is to convince you to give up trying to actually receive your rebate check.
Oh yeah, I woke up this morning and tol’ the wife the one thing that is missing in our lives is to be taxed more to pay for the federal government to give money to people without jobs who still want to buy stuff they can’t afford.
I live for these opportunities to serve Lord Obama.
