LOS ANGELES Protesters on Tuesday night pelted a police station with eggs, rocks and bottles despite Police Chief Charlie Beck’s plea for calm earlier in the day and his promise to thoroughly investigate an officer’s fatal shooting of a Guatemalan immigrant wielding a knife.

Personally I have no problem with non-native speakers of English. I give them credit for trying and recognizing that if you want to be an American we all need to speak a common language, which happens to be English. It’s the ones who come here and REFUSE to speak English who burn me up.
Teachers are required to prove they are proficient in English before earning a teaching certificate.
Thrown in by the reporter, I presume to leave the impression that Arizona is discriminating against the teachers, since they couldn't POSSIBLY have a problem with english if they have their certificate.
Because it's not like any teaching college might give a certificate to a poor speaker because they don't want to get sued by the federal government for discrimination or anything.
