He heard it from the dark side--from fascist and communist ideologies. But there is nothing fatuous about the claim. The constitution was written to prevent what became Jefferson's faction from inflating the currency, using judges to void contracts and the legislatures of the states from ripping people off by taking away property rights. It was also written to put as many limits on democracy as possible. Those limits obviously were not enough.
