When Rahm Emanuel originally filed his 2009 Illinois tax return, he indicated he was only a “part-year resident’’ of the state that year, since he had moved to Washington D.C. to serve as President Obama’s chief of staff.

But after he decided to return to Chicago to run for mayor this fall -- and after several people challenged whether he was eligible to run based on the fact that he hadn’t lived in the city for a full-year prior to the Feb. 2 election -- he filed an amended return, according to the Chicago Sun-Times.

“The original return’s statements regarding part-year residency were not accurate,” Emanuel and his wife wrote in a return filed Nov. 24. “The amended returns make clear that we were full-year residents of Illinois in 2009. ... We are also full-year residents of Illinois in 2010.”

The tax returns were among the hundreds of documents released late Saturday in response to a Freedom of Information request by the Chicago-Sun-Times. They are meant to bolster Emanuel’s candidacy against challenges before the Chicago Board of Elections that claim he gave up his residency when he and his family moved to Washington and rented out their Ravenswood home, and is therefore ineligible to run under Illinois law.

I think he eventually will get away with claiming residency and getting on the ballot.

Now, whether he gets away with buying the job of mayor of Chicago will be up to the voters. (or those who count to votes, to paraphrase Stalin regarding elections)

Real birth certificates are much easier to come by then fake ones are.

The resident issue could be solved by seeing if Raub Emanial changed his driver’s license and/or if he voted with an absentee ballot. He was living in DC during the 2008 election.
Most states give you at least 30 days to get a driver’s license if you have changed your residency from out of state. Did he do that?

Yeah, he'll get away with it. This "part year resident" is simply a requirement to qualify your income as coming from one state or the other so you can properly claim taxes paid to your home state with taxes paid to the one you are living in to do your job. That's going to be Virginia or Maryland (or maybe DC if he lived in DC).

Otherwise you could end up paying taxes at the full rate with no exclusions or "sharing" ~

The terminology used in many states to refer to this situation is "part year resident" ~ even if you were a full time resident working elsewhere.

It’s illegal to have a Driver’s License from a state you don’t live....they give a VERY small window, like 30 days to change it. He probably has a chauffeur.

As a Chicago resident I say, PHFFFFFFT. We don't deserve him. We've been effed over by liberal Democrats for decades. We need deliverance from the cabal of morons in charge. Unfortunately, many people on the South Side vote along racial lines and the same doofuses keep getting reelected to the City Council. Interestingly, Toni Preckwinkle, a 17 year Democrat alderman recently elected to replace County Board President Todd Stroger is telling folks in the bureaucracy that they've got to cut and they've got to cut deep. This tool, Cook Country Commissioner Beavers*, told her to "just shut up."

*Grand jury subpoenas issued by the U.S. attorney's office ask for all of Beavers' expense filings since he took county office in December 2006. The most recent subpoena was issued Oct. 4 in an investigation that dates to May 2009.
