The War Powers Act (and '73 Resolution) doesn't just stipulate that it must be American citizens that are in immediate harm (although I would point out that Americans have been taken hostage this very week). It also stipulates that "The constitutional powers of the President as Commander-in-Chief to introduce United States Armed Forces into hostilities". As I said, ratified Treaties are part of the "constitutional powers".

There was certainly time to "go to Congress" in '86. Those service members were killed in a disco (IIRC). There wasn't an air of immediacy to that operation. Kaddaffi wasn't going anywhere.
Obama, or any president, is well-within his authority given the circumstances.
One case where I wish I were wrong.
Treason in hte White Hut will cost us dearly, I fear.
