One of the many things I’ve always liked about FR is the standard of decorum, which includes a ban on profanity. Sorry to be a prig, but I’d hate to see this forum go down the slippery slope and end up a sewer like DU. That’s why I’m flagging your post.

Seems to me that “convene” means “call into session.” I don’t see anything that says he must be allowed to speak.
