I think it's unfortunate, but not an insult, and we should simply make a note not to have a Japanese-themed lunch on December 7.
By the way, it was -— ... -— ... (TO-RA in kanji Morse) that the Japanese strike force sent... and they picked those syllables so a good radio operator didn't have to go.

This assumes the person who made the menu even knew Dec 7th which I highly doubt. Also, Japan is a radically different country from 1941 Empirial Japan. Is it wrong to eat a Frankfurter on Dec. 11th?
