As we reported last night, "The Factor" believes that the Sandra Fluke contraception controversy was manufactured to divert attention away from the Obama administration's disastrous decision to force Catholic non-profit organizations to provide insurance coverage for birth control and the morning after pill. That might very well be unconstitutional.

This "contraception coverage issue" has been in the works for a long time.

The Case for Insurance Coverage of Contraceptive Services And Supplies Without Cost-Sharing

Guttmacher Policy Review Winter 2011, Volume 14, Number 1

A provision in the 2010 health reform legislation, the Affordable Care Act (ACA), requires all new private health plans to cover certain specified preventive health services without any out-of-pocket costs to consumers, such as copayments or deductibles. An initial list of such services, based on three sets of existing guidelines, began affecting insurance plans in September 2010. Reproductive health services on that list include cervical cancer screening, screening and counseling for HIV and several other sexually transmitted infections, and vaccination for human papillomavirus (HPV).

In November 2010, an advisory panel convened by the Institute of Medicine (IOM) began to develop a fourth set of guidelines—for women’s preventive health care—as required under an amendment to the ACA authored by Sen. Barbara Mikulski (D-MD). Debate on the Senate floor made clear that the Mikulski amendment was intended by its supporters to include contraceptive counseling, services and supplies, as well as an annual well-woman gynecologic exam and other key services. The IOM panel is scheduled to make its recommendations in the spring to the Department of Health and Human Services (DHHS), which is charged with adopting a final set of guidelines and has set a goal of doing so by August.

And, of course, the male and female condom can help prevent sexually transmitted infections, including HIV, among sexually active women and men. According to the most recent summary of the evidence by the Centers for Disease Control and Prevention (CDC), consistent and correct use of latex condoms is highly effective in preventing the sexual transmission of HIV. It also reduces the risk of other sexually transmitted infections, particularly those transmitted by genital secretions, and may reduce the risk for HPV infection.

This is all part of the 0bamaCare mandate and Fluke's testimony was aimed squarely at influencing Congress to pass these very recommendations. Condoms may not be Rx and insurers may not cover them now but the plan is to mandate 100% coverage for them real soon and they intend to mandate that all insurers carry that coverage.

They are ALL gutless fools on Art. II. Does anyone for a nanosecond think that if Geo Bush or any other Republican president had authorized the release of fraudulent documents that were the product of felonious forgery we wouldn’t be in the midst of congressional hearings, subpoenae, arrest warrants and likely impeachment hearings? But no, the media, including Fox news and BO, Shawn, Mark, Laura, Mike Gallagher, Mark Davis and all the rest don’t even mention Sheriff Joe’s impartial investigative panel’s findings.
This is certainly more important that Iran Contra...and at least on par with Watergate as it involves the direct involvement of the President in a participatory role.
The truth is out there.... just no one is listening, nor cares to listen. There is no journalism... 60 minutes...Mike Wallace... Where are you?

O'REILLY: All right, so there really isn't any... nay problem. You can get it and then if you don't want to drive down to the clinic you can go to Wal-Mart or you can go to Target and get it for $9 a month. So to insert this into a giant Obama care bill seems to be unnecessary to me.

In 2002, the federal and state governments spent an estimated $1.73 billion on a wide variety of contraception promotion and pregnancy prevention programs.1 More than a third of that money ($653 million) was spent specifically to fund contraceptive programs for teens.2

The federal government currently supports contraceptive programs to prevent pregnancy and STDs through eight separate funding streams. The types of contraceptive services offered through Medicaid are determined by the individual states. Currently, most state Medicaid programs offer a wide variety of contraceptive services, including oral contraceptives, condoms, diaphragms, spermicides, natural family planning, sponges, cervical cap, vaginal film, and sterilization through vasectomy or tubal ligation. In many states, Medicaid family planning funds are also used to support school-based clinics.

"Most Americans believe that the civil-rights struggle was full of serendipity. That it was a spontaneous grassroots movement of average people who wanted to make a difference and improve their lives. Rosa Parks, for example, has been portrayed as an Everywoman who happened to take the bus one day in 1955 and somehow crashed through the barriers of her ordinary, run-of-the-mill life by deciding not to relinquish her seat to a white man.

In truth, the Montgomery, Alabama, chapter of the NAACP had been looking for months for a test case to challenge bus segregation. For this, they needed a bus rider to be arrested so their challenge could move through the courts but it had to be the right sort of bus rider. In fact, Parks wasn’t the first black to refuse to relinquish a seat to a white person. The first to personally challenge bus segregation earlier in 1955 had been 15-year-old Claudette Colvin, followed by another teenager named Mary Louise Smith. The NAACP leaders, however, didn’t think that either of the girls would cut the right kind of figure in court.

Parks was a veteran activist and an officer of the Montgomery NAACP. In actuality, she wielded great power in the chapter; she was the one who had noticed Martin Luther King Jr. and asked him to join the executive committee. She was at the meeting where the Montgomery NAACP leaders considered the possibility of using Colvin or Smith as the test case.

In December of 1955, six weeks after the NAACP’s rejection of the teenagers, Parks was arrested for refusing to give up her seat. Parks told Time magazine, “I did not get on the bus to get arrested. I got on the bus to go home” That may have been true for Colvin and Smith but certainly not for Parks, Rosa Parks was a “bus rider" the way Betty Friedan was a 'housewife'."
