In my naivete I have wondered what happens if you are drafted or "compelled to work" but refuse. OK, you are picked up, taken to the rock camp and told to break rocks. You refuse. Then they start water boarding you or what?
Presumably that’s when the NDAA comes into play, and they send you off to the Gulag as an enemy of state, never to be heard from again.

An EO has force of law, by "a civilian defense force that should be larger and more powerful than the military", until rescinded by Congress. Good luck getting it past the Senate. Then The Kenyan would veto it.
It would take 2/3 in both houses unless a Pres agrees to sign.

PART V - EMPLOYMENT OF PERSONNEL
Sec. 501. National Defense Executive Reserve. (a) In accordance with section 710(e) of the Act, 50 U.S.C. App. 2160(e), there is established in the executive branch a National Defense Executive Reserve (NDER) composed of persons of recognized expertise from various segments of the private sector and from Government (except full time Federal employees) for training for employment in executive positions in the Federal Government in the event of a national defense emergency.
(b) The Secretary of Homeland Security shall issue necessary guidance for the NDER program, including appropriate guidance for establishment, recruitment, training, monitoring, and activation of NDER units and shall be responsible for the overall coordination of the NDER program. The authority of the President under section 710(e) of the Act, 50 U.S.C. App. 2160(e), to determine periods of national defense emergency is delegated to the Secretary of Homeland Security.
The first time I read that, I interpreted “executive” to mean something like a C-level or other senior management position. But, re-reading it, I see it is called the “Executive Reserve” presumably referring to the Executive Branch, and thus “executive positions” might just be an obfuscating term for positions in the executive branch, at any level.

But, before I do, I'm sending it to my two RINO Senators and lazy-ass Congressman, who threw the Tea Party (who elected him in a huge sweep) under the bus as soon as he got a comfy office in DC. (It's everyone's understanding that his wife runs the office and tells him what to say and do. Think he's on his third complete staff turn-over right now.) I will also be calling them Monday and Tuesday, should they even decide to show up for "work".
