Hmm. Well apparently the 5th Circuit Court Justices think Obama was contending exactly that. I assume they are who Carney is referring to as the few people who did not understand it.

Actually they whiffed on the clarification too.
The Supremes struck down at least 2 cases in the 90s where it said. Y a 5-4 margin that Congress exceeded its authority under the commerce clause.
See US v. Lopez (1995) and US v. Morrison (1998).
