For Immediate Release July 06, 2012 Executive Order -- Assignment of National Security and Emergency Preparedness Communications Functions EXECUTIVE ORDER

ASSIGNMENT OF NATIONAL SECURITY AND EMERGENCY PREPAREDNESS COMMUNICATIONS FUNCTIONS

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Policy. The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions. Survivable, resilient, enduring, and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial, and tribal governments; private sector entities; and the public, allies, and other nations. Such communications must be possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.

The feds have always had the authority to shut down radio frequencies or usurp them in time of need. That was implicit in the original legislation.

Do they have the power to do it today?

Maybe.

Maybe not.

If we're fighting a real war, I don't expect I'll be complaining about the military taking over the 1.25 meter band, and I know from history that 6 meters is gone.

If it's just because? They can expect some issues.

Could you hook up a 110 baud teletype to it?

I hacked together a tty demodulator using some old 88 mH toroids and surplus caps. A boat anchor HP signal generator, old frequency counter and crappy old Heathkit scope provided the means to tune the coil/cap combos. I made a "ratio" detector from those parts that could key my old 160 mA loop using nothing but the audio coming from the speaker output of my old Yaesu FT221. The model 15 teletype I had refurbished was happy to capture the single strike art that Don Royer (WA6PIR) would put out on a Thursday night.

I'm still quite capable of designing that kind of gear from scratch. As long as I have a modern computer, I can do most of that modulation/demodulation of the sound card alone. There are great open source software defined radio packages available on the net. In a pinch, psk31 works a bit better than the old 170 Hz shift AFSK for simple "chat" over the air.

It appears Don Royer is a silent key now. His RTTY art work is still available via archives on the net.

I totally understand that, and realize that these issues have been dealt with in the past.

But, why this, and why now, if he already had the authority?

It doesn’t make sense to me.

0bama can issue as many EO’s as he wishes, he can pontificate and make all the proclamations his ego will produce, but in the end there absolutely WILL be one or more loyal military officers who will not violate their Oath to “preserve, protect and defend” the Constitution of the United States, and they will do whatever becomes necessary before total darkness descends upon our Land.

I had an old Standard crystal controlled HT on 2m with a rubber duck antenna. One evening I managed a chat between San Diego and Santa Barbara (over the water path). The guy in Santa Barbara had a 22 element stacked beam.

I was much amused when a bunch of ham/astronauts flew over northern CA and chatted with hams on the ground. I just monitored sitting in my rental car with HT. The event was really staged to impress school kids in the SF area.

Sorry to hear that Don is SK. I sorta grew up on that kind of stuff.

Yep, you are correct, sound cards work well for a/d and d/a conversion on the limits the FCC sticks us with. I understand there are some physics limits but Nyquist theory suggests we could do better than 110 baud on the low frequency bands.

I do know about AFSK on 2 meters and above.

It just gripes me that hams invented most of this stuff and we get very limited by rules and regulations.

Even the origins of packet are obscured today in modern documentation.

CCIT takes credit, but it was hams that built it.

I promise, and never have, used lingo over that bands.

When a microphone or a key is in my hand, I go all Coast Guard.

I have an upper deck overlaying a porch that I’ll be operating from, so I’ll probably us a outside corner brackcet to attach/detach an antenna from. Maybe the Spider antenna again...dunno.

Also, I’m thinking about putting a screened in structure with an aluminum roof over the upper deck which, with proper grounding, should give me a good ground plane.

Your welcome. Just clicked on the url-—still there. Nevertheless, I am of the persuasion-—whenever permissible according to FR guidelines-—post the whole article/government doc.

Why make Freepers jump thru an unnecessary hoop...and, in the many, many circumstances that Freepers have discovered, risk that the link will be scrubbed or altered.

Less likely, admittedly, with govt docs, but the principle still applies.

Good point on sparkgap. I carry a germanium 134 an use the old crystal ear bud as I like to teach folks how to make foxhole radios from junk . Crude resistors from 2 paper clips and lead pencil scribble on a scrap piece of paper ...slide em close or far to get what ya need etc.

I try to know a little bit about everything and a lot aboutnothin except that what pays my way through life. Uncle Sugar gave us skills we never forget. Socialists are advised.... We will use em to save this republic.

I almost got in trouble at NMO (USCGRADSTA Oahu) when I logged a one way reception from the San Diego Radsta.

Our VHF\UHF repeater was on Mt. Haleakala which gave us a 250 mi radius. I got reamed and told don't do that again.

About a week later, I accomplished a second two-way communications with them again and prior to entering it into the log, I called the officer of the day over to confirm and then entered.

They checked with San Diego and I was good to go.

Tropospheric ducting.

I talked to a trucker once for about 10 minutes before the signal was lost....: through a 50W solidstate Peavey amp, assorted effect pedals, and a single-coil pickup on a Strat... we were jammin in a warehouse near a highway

Yep! Just more of the "essential" information that will be utilized by the fascists who now rule us under the EO the WH POS issued last year....and now this one reinforces it...

At a minimum, our benevolent ruler will have absolute control over all resources including food, energy, transportation, communication, and labor. He will decide who eats, sleeps, drives, keeps warm in the winter, has lights for the night time, and will decide where & when we will work voluntarily without compensation.

A situation more or less similar to the ones experienced by prisoners of war during WWII. Those of us who saw, when they were first published in the newspapers, the pictures of thousands of Jews (herded by very few guards) lining up and shuffling into gas chambers, wondered at the time why they didn't at least die fighting.

Now we know.

The historical beginnings of an equivalent march into "a thousand years of darkest tyranny" are well underway and, now, it is U.S. citizens who are shuffling mindlessly along as if nothing was amiss.

For those few who aren't disposed to shuffle for anyone, least of all a marxist megalomaniac, the purge-to-come guidelines to quickly identify and remove them are already being openly published and adopted by governments at all levels.

For the broadcast AM band, a toilet paper tube wrapped with fine wire stripped from whatever is handy works well for a coil. Make a shunt for tuning.

For caps/condesers, rolled strips of newspaper or wax paper with aluminum foil strips cut narrower work well.

Of course it works best if you understand the principles behind those things.

Ground is most important on a xtal radio. Antennas and patience help tune signals.
