When asked why the nine-year-old hasn’t been charged, Capt. Robert Stewart responded, “Under the Mississippi Youth Court Act, you can be charged as a delinquent at age 10.”

Stewart says they sent paperwork and a copy of the surveillance video to youth court.

"Maybe counseling, anger management or anything to curb the child from doing the same thing again in the future," continues Stewart.

Stewart recalls the nine-year-old's mother was shocked when she heard what her son did.

"She said there was no violence in the home. But, it shed some light on other things going on between him and his siblings.” When asked if that included fighting, Stewart added, "Possibly."

Local news station WLBT interviewed the young boy's aunt, Vinia Dolley, who said she was shocked to see her nephew's actions.

BTW, my DIL was a teacher for K-2 city kids with "special needs" - and every one of them acted like this or worse.

This is one of the reasons Scouts is so important. We had a twelve year old first year Scout, no father around, punch another boy on a campout. The bully looked just like the kid on the video. One of the ASMs grabbed the kid and forcefully said “you do that again and this is the last campout you will ever go on.”
We never had that problem again. The kid is now an Eagle Scout. Strong male role models can literally save the life of kids like this. I have seen it first hand.
