The Require a PLAN Act is part of a new Republican attempt to force Obama and the Democratic Senate to engage in efforts to cut the deficit. Republicans have roundly criticized Obama for submitting late budgets that don´t balance, and the Senate for failing to produce any budget plan at all in nearly four years. As expected, the

The US Constitution is quite explicit on this matter: ALL SPENDING ORIGINATES IN THE HOUSE OF REPS

The House is in the driver's seat here, so all the posturing is just for show. They are not any more serious than those in the Senate or White House.

” - - - “We can’t do it alone. We need to have the cooperation of the president and the other body to make any meaningful progress.” - - - “

Sorry Cantor, this is the same old RINO Congressional Mantra: “We have to find a Bipartisan Compromise that both the House and Senate will pass, and that Obama will sign.”

IOW, it only takes one of the 3 leaders to say “No” to cause the RINOs to cave in to the Democrats. What a lazy bunch of cowards!!!!!!!!!!!!!!!!!

Right now the 3 leaders are: 1.) Sobber of the House Boehner, 2.) Senate Majority Leader Reid, and 3.) President of the United States of America Valery Jarrett.

I'm sorry, but that's not quite the way it works right now.

Thanks to the Senate's four years of budgetary inaction, the "current services baseline budget" is what is driving spending. In other words, what was spent last year plus an escalator for inflation.

So long as a new budget is not passed, that is the mechanism that is driving spending.

In the absence of a budget resolution, the only controls the House has over total spending are a.) the debt limit and b.) countinuing resolutions. They have no effective control over what the money is actually spent on, since that is a function of maintaining "current services".

... Of course it will quickly die in the Senate. However it’s always nice to have a little hope for the nation once in a while though .... even if it is for a fleeting moment :-)

They may as well the Senate will never vote on it anyway.

On the positive side of doing it; if they passed a budget that actually balanced the budget the Senate could not resist talking about how cruel the budget is and how it balances on the backs of the poorest Americans.

Which is superior: the Constitution or a House resolution?

Doesn’t the Constitution already specify a date by which the president must present a budget to Congress?

If he ignores that, why on earth would he pay attention to a House resolution?

@tumblindice: “Strutting and fretting on their stage, more sound and fury from congressteers, signifying nothing.”

Heh. Obama as MacBeth. The possibilities are vast.

“Budget? There would have been a time for such a word. Tomorrow, and tomorrow, and tomorrow, creeps in this petty pace until the last syllable of recorded time.

“And all our yesterdays have lighted fools the way to dusty death.”

How apt!

All I can say to him is out, out dam’d spot!

Obama’s not going to do it. And even if he did then what? What are the next steps for Boehner and McConnell?
