We've had fraud problems in state government here with these “p-cards” ever since some genius in the state purchasing department thought they were a good idea. The temptation to use them for private purchases has ensnared hundreds of state employees, from university vice presidents to summer interns. I'm certainly not excusing criminal behavior, but prudent management dictates that you not give every kid a key to the candy store.
