Ammo purchasers in California must submit to background check, pay $50

This California proposal that will probably become law is going to be very popular in pro-gun control states.

LA Times:

Californians who want to buy ammunition would have to submit personal information and a $50 fee for a background check by the state, under a bill passed by the Senate. The state Department of Justice would determine whether buyers have a criminal record, severe mental illness or a restraining order that would disqualify them from owning guns.

Ammo shops would check the name on buyers' driver's licenses against a state list of qualified purchasers.

The goal of the bill is "to ensure that criminals and other dangerous individuals cannot purchase ammunition in the state of California," said Sen. Kevin De Leon (D-Los Angeles), author of SB 53.

The vote was 22-14, with a few Democrats joining the Republican minority in opposition.

Sen. Jim Nielsen (R-Gerber) said, "We are criminalizing legal, historic behavior in the state of California and putting onerous burdens and regulations and requirements on law-abiding citizens."

The Senate also OK'd a bill that would outlaw the sale, purchase and manufacture in California of semiautomatic rifles that can accommodate detachable magazines. The measure, SB 374 by Steinberg, also would require those who own such weapons to register them with the state....

I wonder how high this will go before it is declared unconstitutional?

The right to bear armaments implies that they are operational. A rifle with no bullets, or no lead, or no firing pin or no barrel, or no gun powder, or no trigger is not an arm.

The funny thing here is that more people are killed by car accidents in California, than firearms. So everytime you fill up your tank....you ought to be paying $50 extra for same consequence.

They already have the roadblock. When entering California from Arizona there is an agricultural checkpoint just inside the state line. I’m willing to bet that ammunition will now be added to the list of questions asked, and probably soon after this law passes they’ll add x-ray equipment.

Don’t know about Oregon, but California has had “Fruit Inspection Stations” on the state lines of Nevada and Oregon for decades. “Got any fruit? Where you coming from?” If they think you might have anything, they check the trunk, etc. just like coming in from Mexico. One time they searched my car because they saw an Idaho road map. So looking for ammo will be no problem.

They already HAVE the roadblocks. Fruit inspection kiosks are manned by both ag. dept personnel AND border patrol. My mother and I were stopped, had to show our passports, and the car searched because “the dog triggered”.
Mom’s car has never even been smoked in, but there was a longhair driving, and we were coming from Yuma.
Mom was NOT impressed, and told them so.
This was in April this year.

If it passes both houses and Jerry Brown signs it, it will be challenged in court and an injunction against it will be put in place immediately.

Another ammo law was overturned as unconstitutional a few years ago, thanks to CalGuns Foundation and SAF.

I know a few people that got caught carrying more than 2 cartons of cigarettes from NV, so I imagine they would stop people for any reason to look for ammo. On a trip to OR, I found crystal cat litter half what I paid in CA plus sales tax free! I loaded my car with it and my daughter jokeingly said I was going to get stopped and charged tax when I crossed into CA.

Progressives/Communists have to pretend that so many lies are the truth in order to enslave the White Devil that they hate so much.

The have to pretend that bringing a plastic picnic knife to school to cut an apple is the same thing as bringing a 6" switchblade to school to stab a rival gang member.

They have to pretend that a person who owned guns since the age of twelve for hunting and personal protection and never used one to harm another human being in their entire life is the same thing as a gang-banger owning guns who only uses them for drive-by shootings, robberies and carjackings.

They have to pretend that law-abiding citizens who purchase moderate quantities of ammo every year for target practice is the same thing as hardened convict who only needs one box of ammo in his entire criminal career.

But we're the ones who are "gun nuts."
