Basically means a box of rocks could out negotiate Ryan or the fix was in from the GOP-E, those are the only two choices available for this latest Rino fiasco.

I'd say it was both.

My main concern is that when it is implementsed (Good luck with that) I am in the group of lottery winners (over 55) and not one of the losers who have to pay for it and get next to nothing for it.
