A new report shows that as many as 125,000 young California immigrants may qualify for an expansion of Medi-Cal, the state's Medicaid program. The Affordable Care Act bars insurance subsidies and enrollment in the Medicaid expansion for undocumented immigrants, but a wrinkle in California rules does offer coverage for those with "deferred action status." The Deferred Action for Childhood Arrivals program was created by President Obama in 2012 to grant immigrants who came to the country illegally as children -- sometimes called Dreamers -- legal status and work authorization for two-year periods. Laurel Lucia, a policy analyst at the UC Berkeley Labor Center and author of the report released Tuesday, said California is one of the few states that lets youth with deferred action status enroll in Medicaid. But the word still hasnt been spread, she said. The report found that 154,000 people in California had been granted the status as of December 2013. About 81%, or 125,000, are eligible for Medi-Cal based on their annual income, which has to be less than $15,850 for an individual. To be eligible for deferred action, immigrants had to arrive in the U.S. before they were 16, be under 31 as of June 2012 and to have continuously lived in the U.S. since 2007.

It has bee state law for a generation that if you cannot afford care, you are given it free (paid for by the tax payers) in CA and the vast majority of every state. Those saying the poor had no access to care were liars.
The new issue is now, we have to pay for the insurance they cannot afford AND, pay for their care so we are paying twice for them.
That, is what Obamacare has always been and is.

I've been on an extended "5 week trip" to San Diego since June 21, 2009. I got a 2% raise in 2010. Enjoyed it for ONE pay check. My company agreed to track zip codes where employees physically sit when doing the work so the state income tax can be apportioned. The consequence is my state income tax was switched from ID to CA in the pay period after my raise. It was a 2% tax increase. My whole raise. Haven't had one since.
There is a move afoot to move all the work we do in San Diego to a site outside CA and close to the customer. The local office will close. Lots of CA income tax revenue is going to disappear overnight. Thankfully, I'll be one of those no longer contributing to the ever growing CA income tax burden.

I know I love stiffing my states Dem government here so I have been interested in that.
I’m not a CA resident. My home and billing address is in
Idaho. My electronic book purchases are “delivered” to
Idaho. A small number of physical purchases directed to
my address in San Diego have been tagged with tax. I have
Prime service, so zero shipping cost. The sales tax is less
than the gasoline tax that I avoid paying in CA by making
an Amazon online purchase.
