Yes, we are at war against the insurgents and terrorists stated in the Congressional Authorization to use Military Force (AUMF) in alliance with the same Government of Afghanistan recognized by the United Nations prior TO 11 September 2001. See Wikipedia:

Preamble

Joint Resolution

To authorize the use of United States Armed Forces against those responsible for the recent attacks launched against the United States.

Whereas, on September 11, 2001, acts of treacherous violence were committed against the United States and its citizens; and
Whereas, such acts render it both necessary and appropriate that the United States exercise its rights to self-defense and to protect United States citizens both at home and abroad; and
Whereas, in light of the threat to the national security and foreign policy of the United States posed by these grave acts of violence; and
Whereas, such acts continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States; and
Whereas, the President has authority under the Constitution to take action to deter and prevent acts of international terrorism against the United States: Now, therefore, be it
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,
Section 1 - Short Title This joint resolution may be cited as the ‘Authorization for Use of Military Force’.

Section 2 - Authorization For Use of United States Armed Forces (a) IN GENERAL- That the President is authorized to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons.

(b) War Powers Resolution Requirements-

(1) SPECIFIC STATUTORY AUTHORIZATION- Consistent with section 8(a)(1) of the War Powers Resolution, the Congress declares that this section is intended to constitute specific statutory authorization within the meaning of section 5(b) of the War Powers Resolution.
(2) APPLICABILITY OF OTHER REQUIREMENTS- Nothing in this resolution supersedes any requirement of the War Powers Resolution.
Speaker of the House of Representatives.

Vice President of the United States and

President of the Senate.

Congress authorized the use of force against the Afghan Taliban immediately after 9/11. Was Bergdahl a POW? I doubt it, since everyone knew he walked away voluntarily.

Covered under the resolutions and bills for Enduring Freedom.

Had this guy been captured prior to deserting would we really be questioning his status? No. We would be happy about his return.

I'm not sure what all the surprise has been about the way he ended up with the Taliban. I thought that was all common knowledge.

Bergdhal was never listed as a POW.

As for declaring war... we’ll never see that again because congress is incapable of doing so. All we have now is disputes or limited engagements that last years.

We are at war with Russia in Ukraine. Our paid for proxy professional sodiers are pushing the mess in Ukraine. Russian pov sees usurpation of Ukraine by 5 billion spent by EU-USA Maidan cabal that is escalating into hot war with Crimea as prize. Russia is shocked at ferocity of US led Ukraine war machine. Act 2 wont be pretty.

This is just one of the bad outcomes when you declare war on a euphemism (War on Terror/War on Drugs/War on Poverty, etc...).

From what I understand, Bergdahl has never been classified as a POW. I suspect one reason for it is that he was never captured and held by an enemy that is represented by a government of a sovereign state.

On a related note, that's why the five dudes at Gitmo were never classified as POWs, either. They weren't uniformed soldiers and they weren't even citizens of the countries where they were captured.

Lastly, I'd say the answer to your question is No. The U.S. government hasn't formally declared war in decades. Bergdahl is not a POW because we're allegedly fighting a "War on Terror," according to the previous @sshole in the White House ... and "terror" never captures any soldiers.
