I have often though about doing the same thing when I find dog doo-doo on my lawn. SO many dog owners are so un-civilized, and inconsiderate of neighbors.

Me too. He was probably just returning his neighbors’ “property” that was left on his lawn.
An ex-co-worker of mine suggested a solution to that problem. Make the dogs clean it up themselves! Pour bacon grease on the dog mess, and that dog (or some other dog) will come along and eat it. Yes, it's disgusting. But that's not your problem at that point!
