There was no excuse for this, and the cops that are standing around making excuses for him are as guilty as he is. He is untrustworthy and obviously untrained and is a danger to society. He should lose his job

From as far back as the code of Hammurabi, to the laws in the Old Testament, animals have been protected by law. That’s enough. But cops have to be held to the same standard as somebody else.

Exactly. I read meters for 5 1/2 years, never shot a dog. And I met with thousands of them. Pepper sprayed a few maybe 3 in all that time.

Yet this responding officer the Chief Burbank is defending didn't look in the basement, but instead tore off down the street jumping fences and shooting dogs.
I suppose we should also credit the Salt Lake City Police Department for not jumping in their MRAP and crashing it through some random citizen's home. Gosh, thanks SLCPD!
Put me on a jury and the only issue would be how many zeros behind the the first digit in the judgment against the police department.
