Funding and money are House of Representatives responsibilities however the Senate has final vote on financial issues giving Obama money he should not get, period.
He has been bypassing Congress and the will of the people on immigration for 6 years. This announcement that he will continue his lawless refusal to enforce the law makes him guilty of malfeasance. Obama is an enemy of the republic and must be treated as such.
