Although there was probably less than a snowball’s chance in h*ll the Russians would ever see a dime.

Cold War II All the more reason to keep those SLBM's and ICBM's in good working order, while working on getting Russia back to its 13th century boundaries. Russia's genocidal impulses appear to have survived the Romanovs and the Bolsheviks without skipping a beat.

Maybe the Cubans will allow a Russian military/naval base. Or some sort of top secret intelligence operation or installation to monitor the US and Latin America. I can think of a lot of things that the Russians could get rather than or in addition to Cuban cigars.
Anyone who thinks this is just a "very nice gesture" is very naive.

A little history. When the Soviet Union went bankrupt, Russia took on all the assets and liabilities. They immediately negotiated the liabilities down and gained some resources in the process. The assets they kept active, such as these but you can bet they were not released for nothing.
