in Massachusetts, a pack of Marlboro is 10 dollars. the people they claim to like, the inner city poor, smoke the most. now they want to punish them even more with 5 dollar sodas.

Ironically, government interference in the marketplace has contributed to this “problem” that liberals want to “fix” with more government interference. (Because free-markets, and individual choice are simply not acceptable options.)
Protectionism for the U.S. sugar industry has resulted in greater use of HFCS in the soda (pop) industry. HFCS (according to many scientists) are more likely to cause obesity, than cane or beet sugar.
So ... you’ll have one law (protectionism) driving up the cost of sugar — and another law putting an additional tax on products containing (mostly) the HFCS substitute.
Anyone care to guess what the next round of government interventions will involve?

Tax us to Hell so they can pay the sugar growers huge subsidies to flood our markets with cheap sugar. Then tax us to Hell again when we buy products made with that cheap sugar.
How about we just shut off all tax subsidies to sugar growers?
