The ultimate goal might be to discourage citizens from joining the armed forces and populate them instead with mercenaries.

Fellow FReepers, PLEASE, in the strongest terms you can state, discourage young people in your families from having anything to do with military service now. The good leaders have been purged and the old warriors have been shoved out the door. Having served 28 years (retired 2004), it’s painful to speak against military service, but the Armed Forces are not a good option... not with the debauchery inflicted upon it by this evil regime.
