New state law allows vehicle surcharge for bike lanes

SACRAMENTO — Gov. Jerry Brown has signed a bill allowing local governments to impose a vehicle registration surcharge to pay for bike lanes and trails.

The governor's office said in a statement that Brown signed the bill in Sacramento on Saturday.

It lets cities, counties or regional park districts to impose an annual vehicle registration surcharge of up to $5 to pay for local bike lanes and trails.

The surcharge can be imposed until Jan. 1, 2025.

Democratic Sen. Mark DeSaulnier of Concord sponsored the bill that passed the Senate 24-9 in August.

Opponents argued that drivers should not have to pay for trails and lanes for cyclists.

gee impose the surcharge on everyone who buys a bike at the point of sale.

makes more sense than letting car drivers pay for bike lanes.

And how much will the bicyclist contributing? A surcharge on purchase price? Annual bicycle licensing?

The cyclists hog our winding roads in Georgia. They don’t patronize local businesses in the area, don’t buy gas and they ride 2 bikes wide, side by side, making it near impossible to pass them on the curvy roads.

I hope their stupid, tight bike shorts make it impossible for them to breed more bicyclists.

You aren’t willing to pay $5 a year keep bikes from blocking city streets. (Of course, we both know that the worst offenders will stick to the streets instead of the separate bikeways).

Well, we have a $5 surcharge for bus transportation in the city plus a general $5 surcharge from the county - on top of the taxes both charge.

Plus they must think my Ford Focus had Gold Rims.

Not that gullible. We all know $5 wouldn’t do the trick. Besides, make the bike buyers pay the tax.

Won't work. Brown wants to charge the surcharge once a year on motor vehicle annual registration renewal.

While I like your idea, it would be a onetime fee paid upon point of purchase.

However, if I lived in California and was forced to pay the additional fee, I would insist on being allowed to do this

I’m so glad that I don’t live in California. In my town, practically every street has a bike lane. From the big, multi-lane thoroughfares to the small residential streets. And they don’t cost us any more than the regular property taxes that we pay for necessary infrastructure. Ironically, few people use the bike lanes here if they don’t have to. We ride on the sidewalks if we can, because we are afraid of old people in big cars who can’t see very well. And in this town there are lots of them. Even in the daytime. And riding a bike at night is an adventure, even when you have bike lights.

So do most shooters. Perhaps a vehicle surcharge to pay for gun ranges? Nearly all boaters, pilots, square dancers, heart transplant recipients drive. Perhaps a surcharge to pay for their needs?

Exactly! Good grief, how heard was that to figure out!

Good call.

Do you know the street legal electrics that look like golf carts can’t travel on main city streets. In my town they are restricted to side streets because their top speed is only about 30 MPH. They might hinder traffic.

Bicycles can travel anywhere they want even if they’re only going five miles per hour, or even less.

Someone explain that one to me.

When are the damned cyclists going to be made to pay annual licensing fees and to take road tests (too many don’t understand or obey traffic lights, turn only lane signage, or stop signs, let alone “drinking and driving” on pub crawls and “critical mass” moonlight rides)?
