It looks like he is voting absentee.

Absentee ballots are blue here in DE, at the ones for my county(Sussex) are. There are only three counties in the whole state. Joe lives in Greenville, in New Castle County, the northernmost county in DE.

There are a number of gluesticks on the table.

What bothers me is that there are other blue papers on the table. Could be for other staffers who are from DE?

Joe looks so intense—like he is really, really trying to stay within the lines.
