The daughter of Houston Mayor Annise Parker was briefly denied the chance to take a driving test this week because her birth certificate and other documentation indicated she has two mothers, the mayor said..
Parker, who married her longtime partner, Kathy Hubbard, in California this year and remains a rarity as an openly gay mayor of a major U.S. city, complained on her Twitter account on Friday.

The Mayor is lying! Here is the reason her daughter was denied a test:
“The Texas Department of Public Safety, which oversees the issuance of driver’s licenses in the state, said the initial decision to reject Parker’s daughter’s application had nothing to do with her parents’ marital status.
Department spokesman Tom Vinger said Parker’s daughter failed to prove she was a Texas resident, but that the issue was later resolved.”
It's a simple matter of replacing a males sperm nuclei with the females egg nuclei, then mating the frankenstein sperm cell with the other female's egg cell.

I have had it with this crap, the father is the one that provided the sperm, the mother is the one who birthed the child no matter what they call themselves.

I still think all three participants will feel like a ‘real parent’. Not all will want to be, at least not at the beginning of gestation. Many people change after the birth.
I’ve heard of many surrogate mothers who did not plan to love this baby which is clearly not their own. The sight of a healthy newborn infant can instantly create an unbreakable bond, one did not expect to feel. An unbreakable bond, with most the obligations that come with it. It’s a very real human reaction that can occurr without logic or reason.

UPDATE: 5:15 p.m. — DPS Press Secretary Tom Vinger took issue with Parker’s recollection
of events, writing in a statement, “All individuals applying for their first Texas
driver license must provide a variety of documents to prove their identity, Social Security
Number, U.S. citizenship or lawful presence status, and Texas residency. In this case,
the adult applicant did not initially present sufficient documentation to prove residency.
Once she provided the required documentation, she was able to complete the transaction.
There is no indication that any delay in the process was related to same-sex marriage.”

Having just gone through this with my two kids, I can assure you the DPS explanation is correct.
The DPS doesn’t give a crap about who the kid’s parents are, but you (the adult) better be able to prove the kid lives where you say they live, and is legal residents of the state of Texas.
