Identify the criteria for heroism and define the criterial equivalence of each of the criteria. But, who will be the one to identify and define, and who decides that?

Didn’t read every word, but saw no mention that this character is bothered by the real misapplication of the word “hero”: calling sporting figures and celebrities heroes.
I think he’s actually more bothered by the military and policemen in general than any possible misuse of a specific word.
So... not exactly a tough guy.
