No, Senate term limits are the only solution.

We need to convince Senators to pass a bill that fires themselves.

If they refuse we can threaten to fire them.

Term limits doesn’t really address the problem. You’d just make a revolving door with the power laying with the staffers and assistants (just for starters). California is a premier example of that. Two decades into term limits and the state keeps getting worse and more out-of-control.
