Longview police have released a video of an officer-involved shooting in which a teenager was killed. Longview Police Department Chief Don Dingler addressed the incident during a conference Wednesday before the department aired the video.

Yes, I agree, I would have expected him to arrest her earlier considering his treatment of her.
There must have been some harsh words spoken between the two.
The only thing I can think of as to why he didn’t arrest her is that he didn’t have cuffs or flex on him, but that couldn’t possibly be the case.
I don’t imagine that he feared for his life until such time as she ran at him with a knife.
But I don’t know why he let her up, however, as I said, that is not a crime.

Speaking of that, just WHO Is the man that accosts the girl ?
After she gets up off the bench, he slams her to the ground for no apparent reason.
WHY isn’t he wearing a uniform ? Is he even a cop ?
He acts like a pimp who just got bailed out by one of his girls, and he’s taking it out on her.
True. Incompetence isn't a crime.
Maybe he didn't arrest her or cuff her because he wasn't a cop. Or maybe he was off duty because he isn't dressed like a cop.
MAYBE (and this is what I think happened) he offered to give the young lady a ride home and she refused.
Then he told her he would have to search her for drugs (threatening her with arrest if she didn't just go with him).
He chased her down, pinned her on the bench, and searched her purse. Then he let her up. He probably offered again to give her a ride, and she refused and tried to escape. He catches her, then after a few seconds, slams her to the ground again.
The other on duty cops come out, and he tells them she attacked him. She gets up and tries to tell them what happened (and what a creep he is) and he says she is lying.
That's when she charges him with the knife.
She gets shot, no audio for us to hear, and no one is the wiser (at least of the general public).
I would like to make a couple of observations with regard to the video you posted.
First, I can’t hear anything at any point in it. I’ve got my sound up on youtube and everything and my stereo is on, so I would like to be able to hear what is said between the two, but I can’t.
Secondly, when he first approaches close to her, it appears that she begins to reach for something inside her jacket or sweater. That is when the dust up starts.
He gets her over to that seat area and proceeds to secure her, and it looks like he starts to pat her down.
At some point she starts trying to get up or starts fighting with him, and his gun comes out and he puts it right up to her head as far as I can see, and then proceeds to start telling her something.
I’d like to know what was said here, and I’d further like to know why she isn’t arrested and cuffed, because she is clearly resisting and fighting.
Then at some point he pretty much face plants her into the ground. I can’t see any reason for that on her part. Maybe she made some move, but I can’t see any. I don’t know why she wasn’t arrested and cuffed here either. I can only assume he didn’t have cuffs on him, because nothing else makes any sense.
Then when the other two come in, I notice that they both have guns drawn, so does the original officer. He begins to back away, thus giving himself more range in case he has to shoot, which it seems to me that he is anticipating having to shoot by backing away.
She then charges him quickly. All three open fire from what I can see, and she’s down.
Sound would be very helpful, because it seems to me that there was some steady escalation all along, otherwise why do all three have weapons drawn and ready to fire?
Further, the nature of her charge was fast, if in fact she did that with a weapon in her hand, then they were most certainly justified to shoot to kill.
It’s most unfortunate to be sure, but she should have not even done anything like that.
But I do have questions as to how it arrived at that point. Sound would be of great help I think.
According to ‘authorities’ the audio just happened to quit working at that very moment. They have had trouble with the audio before, and their hard drive keeps erasing itself or getting lost. They promise that sometime in the future they will get a tech in to look at the problem.

Heh, well I do not know if he was offering her a ride while they were over there by the seats.
Watching it in full screen it appears to me that he has his gun directly to her head at that time.
So I cannot imagine at all what is being said, but yeah, sound is needed here big time.
That’s right, it’s not, however he can be fired or otherwise disciplined for such, and if incompetence is deemed to have occurred here, he should be.
That being said, her action at the end cannot be ignored.
I would want to know why she was hanging out for so long in an almost empty police station?
Was it because a friend she was with got arrested ? Was she waiting for someone to pick her up ?
Why is it that the Big Guy in the wool cap and overcoat keeps herding her towards the exit ?
Why does it take the actual COPS so long to come out and see what is going on ?

The Youtube video doesn’t appear to have audio (the long one (23 minutes), at any rate).
As I posted earlier, the video is bizarre.
I agree. Without sound, the video makes no sense.
What no one has asked is why was the girl there waiting for so long in an almost empty police station to begin with ?
If I knew that, It might explain why she and the (alleged) cop got into an ‘encounter’ to begin with .
Lastly, who was the BIG WHALE anyway? He isn’t dressed like a cop.
We're still not privy to the reasons for the mud-wrestling (other than the official version).
Perhaps the mud-wrestling precipitated her action at the end.
She didn't just give the guy the bum's rush when he came out onto the floor.
And she wasn't at all interested in the other two. As a matter of fact, the one guy was right next to her (heck, it looks like he had his hand on her arm) when she went after the original guy, who was farther away.
They arrested Captain Ahab for loitering outside the station...

Personally, I can imagine that she would be angry with the original cop. I would even venture to say quite angry.
However, even when extremely angry, can’t charge a cop with a weapon. Not a good idea at all.
Now I’ma try to see if I can find a video of this with sound.
I went and read the article at KTLA. That does explain some of it (if it’s all true).
However, the video at their site is supposed to have the AUDIO. I tried to watch the video, but couldn’t get it to work.
Going by the KTLA story, it would seem the girl was a nutcase. Well... that and her charging the cop armed with a butcher knife. Unless he’s the reason she called the cops to begin with.
