Are we doing it by increasing our Nuclear weapons, no that’s China, North Korea and Iran, we are reducing ours. Of course it’s hard to have a Cold war like we used to, when Russia is not anywhere close to what it used to be, they used to be so incredibly powerful and ready to roll over Europe with a military of over 6 million men, and a military built for attack, today they are just a country that is hostile to us and doesn’t like us.
