It’s fair to say that they came from socially disrupted backgrounds. However, the number that would have met criteria for FAS or some congenitally related drug disorder was low. Their backgrounds were more than enough to account for the behavior without having to invoke a direct drug related physical effect.

Without either—the Worldview of a Lincoln, Washington, Jefferson, or Adam Smith is IMPOSSIBLE. Western Civ flipped Good and Evil in the Worldview of people in the West. Pederasty, Slavery, Homosexuality, polygamy, child-killing, collectivism/serfdom all became “Evil” because Christians have to give ALL people, no matter how weak, old, etc., dignity and worth—and equal (natural) rights. Sodomizing others is not a Natural Right—nor is it Natural. It is always a Vice and is extremely sexist and anti-science, anti-Truth.

That's sad. Behavior or rather expected behavior & morality has to be enforced early on. Then parents have to protect against the kids being desensitized to danger. In an indirect way the principles used in Cognitive Behavioral Therapy to desensitize a person to phobias can do the same to desensitize kids to real dangers. In other words watch what they see on TV and computer/video games. Things get very virtual.
Kids learn most from watching their parents. It makes on wonder what kids see.

That’s what happened in the story. The Mom left the infant with a friend because she needed a break and the friend’s daughter murdered the baby.
To a large extent yeah. There has always been a low percentage of kids who were born this way usually due to retardation hitting the behavior portion of the brain. They never leave institutions. What is being seen now is quite different. Kids so hardened and desensitized their conscience is destroyed. Some never taught right from wrong and some never loved but raised like animals.
